February 10, 2026 <br /> <br />At a Regular Meeting of the City Council on Tuesday, February 10, 2026, there <br />were present: <br /> <br />Mayor Shannon E. Glover, Vice Mayor William E. Moody, Jr., Mark A. Hugel, Vernon L. <br />Tillage, Jr., Kathryn W. Bryant, Dr. William S. Dodson, Jr., Yolanda E. Thomas, City <br />Manager Steven Carter, Interim City Attorney Derek G. Challenger. <br /> <br />Mayor Glover asked for a moment of silence, which was followed by the Pledge of <br />Allegiance to the Flag. <br /> <br /> Mayor Glover called the meeting to order and welcomed all in attendance. <br /> <br /> Motion by Mr. Moody, and seconded by Mr. Tillage, to adopt the minutes of a <br />Called Meeting of January 27, 2026, and of a Regular Meeting of January 27, 2026, and <br />was adopted by the following vote: <br /> <br />Ayes: Bryant, Dodson, Hugel, Moody, Tillage, Thomas, Glover <br />Nays: None <br /> <br />- Public Hearing - <br /> <br />25 - 331 - Public hearing on use permit and rezoning applications: <br /> <br />CAVALIER MANOR <br />(a) UP-25-13 - Resolution granting the request of Woda <br />Cooper Development, Inc. for a Use Permit to develop multi-family <br />dwellings at 3335 Victory Boulevard in the General Mixed-Use <br />(GMU) zoning district. The property is owned by Riptide IV, LLC. The <br />Future Land Use Map of the Build One Portsmouth Comprehensive <br />Plan designates this property as being located within a corridor/linear <br />district. <br /> <br />1. Bruce Watts, 500 E. Main Street, Norfolk, presented the application. <br /> <br />2. Pamela Wilkins, 805 Elm Avenue, spoke in support of this item. <br /> <br />3. Sheila Joseph, 139 Grand Street, inquired about the price points for the dwellings. <br /> <br />4. Claudette Blount, 4600 Staghorn Drive, Virginia Beach, spoke in support of this item. <br /> <br />Motion by Mr. Moody, and seconded by Mr. Tillage, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />“RESOLUTION GRANTING A USE PERMIT (UP-25-13) TO WODA COOPER <br />DEVELOPMENT, INC. TO CONSTRUCT A FOUR-STORY MULTI-FAMILY DWELLING <br />COMPLEX CONSISTING OF APPROXIMATELY 48 UNITS ON A PORTION OF 3335 <br />VICTORY BOULEVARD (TAX PARCEL 0534-0310). <br /> <br /> <br />WHEREAS <br /> , Woda Cooper Development, Inc., the contract purchaser of a portion <br />of the subject property, has made application pursuant to Section 40.2-533 of the Code <br />of the City of Portsmouth, Virginia for the granting of a use permit to construct a four-story <br />multi-family dwelling complex consisting of approximately 48 units on a portion of 3335 <br />Victory Boulevard (Tax Parcel 0534-0310); and <br /> <br />WHEREAS <br /> , Riptide IV LLC, the owner of the subject property, has consented to <br />the application; and <br /> <br />WHEREAS <br /> , the applicant and the Planning Director have done all things required <br />to be done in connection with said application; and <br /> <br />WHEREAS <br /> , the Planning Commission has recommended the approval with <br />conditions of the application for a use permit. <br /> <br /> <br /> <br /> <br /> <br />
