January 27, 2026 - New Business - 26 - 29 - Boards and Commissions Councilman Hugel offered the following nominations: Southeastern Public Service Authority Burle Stromberg to be appointed to a term ending December 31, 2026, replacing Lavonda Graham-Williams. Motion by Mr. Hugel, and seconded by Mr. Tillage, to close nominations and the above nominations were adopted by the following vote: Ayes: Bryant, Dodson, Hugel, Moody, Thomas, Tillage, Glover Nays: None 26 - 30 - Items Submitted by Council Members • Adoption of a resolution to amend the Rules of Order and Procedure of the Portsmouth City Council for the purpose of adding a City Manager’s Report Consent Agenda and comment period. 1. Mark Geduldig-Yatrofsky, 2713 Sterling Point Drive, voiced his opposition to only having five minutes to speak on all consent agenda items. Motion by Mr. Tillage, and seconded by Ms. Bryant, to adopt the following resolution, and was adopted by the following vote: “RESOLUTION TO AMEND THE RULES OF ORDER AND PROCEDURE OF THE PORTSMOUTH CITY COUNCIL FOR THE PURPOSE OF ADDING A CITY MANAGER’S REPORT CONSENT AGENDA AND COMMENT PERIOD. WHEREAS , all neighboring localities currently use a consent agenda process to adopt non-controversial ordinances and resolutions; and WHEREAS, City Council desires to adopt an amendment to the Rules of Order and Procedure of the Portsmouth City Council to authorize the use of a consent agenda process for the City Manager’s Report portion of the agenda, and to authorize a comment period for consent agenda items; and WHEREAS, it is also necessary to make two technical changes to the text of the Council Rules to comply with past Council actions. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that the Rules of Order and Procedure of the Portsmouth City Council are amended as shown on Exhibit A hereto.” Ayes: Bryant, Dodson, Hugel, Tillage, Thomas, Moody Nays: None Mr. Tillage informed citizens of the first Economic Development Engagement Session,  6 p.m. - 7:30 p.m., Wednesday, January 28, 2026, at the Renaissance Hotel. The second opportunity for engagement will be February 12, 2026, at Bide-A-Wee from 6 p.m. - 7:30 p.m. Ms. Bryant informed citizens that a link will be available on the Economic Development  website to view the Economic Development Engagement Session. Ms. Bryant congratulated the Portsmouth Redevelopment and Housing Authority on  breaking ground on the Youth Build Project. She also thanked Parks and Recreation on hosting the Echoes of Joy.
