January 27, 2026 <br /> <br />- New Business - <br /> <br />26 - 29 - Boards and Commissions <br /> <br />Councilman Hugel offered the following nominations: <br /> <br />Southeastern Public Service Authority <br /> <br />Burle Stromberg to be appointed to a term ending December 31, 2026, replacing <br />Lavonda Graham-Williams. <br /> <br /> <br />Motion by Mr. Hugel, and seconded by Mr. Tillage, to close nominations and the <br />above nominations were adopted by the following vote: <br /> <br />Ayes: Bryant, Dodson, Hugel, Moody, Thomas, Tillage, Glover <br />Nays: None <br /> <br />26 - 30 - Items Submitted by Council Members <br /> <br />• Adoption of a resolution to amend the Rules of Order and Procedure of the <br />Portsmouth City Council for the purpose of adding a City Manager’s Report Consent <br />Agenda and comment period. <br /> <br />1. Mark Geduldig-Yatrofsky, 2713 Sterling Point Drive, voiced his opposition to only <br /> having five minutes to speak on all consent agenda items. <br /> <br />Motion by Mr. Tillage, and seconded by Ms. Bryant, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />“RESOLUTION TO AMEND THE RULES OF ORDER AND PROCEDURE OF THE <br />PORTSMOUTH CITY COUNCIL FOR THE PURPOSE OF ADDING A CITY <br />MANAGER’S REPORT CONSENT AGENDA AND COMMENT PERIOD. <br /> <br />WHEREAS <br /> , all neighboring localities currently use a consent agenda process to <br />adopt non-controversial ordinances and resolutions; and <br /> <br />WHEREAS, <br /> City Council desires to adopt an amendment to the Rules of Order <br />and Procedure of the Portsmouth City Council to authorize the use of a consent agenda <br />process for the City Manager’s Report portion of the agenda, and to authorize a comment <br />period for consent agenda items; and <br /> <br />WHEREAS, <br /> it is also necessary to make two technical changes to the text of the <br />Council Rules to comply with past Council actions. <br /> <br />NOW, THEREFORE, BE IT RESOLVED <br /> by the Council of the City of Portsmouth, <br />Virginia, that the Rules of Order and Procedure of the Portsmouth City Council are <br /> <br />amended as shown on Exhibit A hereto.” <br /> <br />Ayes: Bryant, Dodson, Hugel, Tillage, Thomas, Moody <br />Nays: None <br /> <br /> Mr. Tillage informed citizens of the first Economic Development Engagement Session, <br /> <br />6 p.m. - 7:30 p.m., Wednesday, January 28, 2026, at the Renaissance Hotel. The <br />second opportunity for engagement will be February 12, 2026, at Bide-A-Wee from 6 <br />p.m. - 7:30 p.m. <br /> <br /> <br /> Ms. Bryant informed citizens that a link will be available on the Economic Development <br /> <br />website to view the Economic Development Engagement Session. <br /> <br /> Ms. Bryant congratulated the Portsmouth Redevelopment and Housing Authority on <br /> <br />breaking ground on the Youth Build Project.
