November 25, 2025 Ayes: Bryant, Dodson, Hugel, Moody, Tillage, Glover Nays: None - City Manager’s Report - Motion by Mr. Moody, and seconded by Mr. Hugel, to change the order of business to adopt the City Manager’s Report with one vote, and was adopted by the following vote: Ayes: Bryant, Dodson, Hugel, Moody, Tillage, Glover Nays: None 25 - 332 - Adoption of an ordinance accepting, with appreciation, a donation of $100 from the Tidewater Baptist Missionary and Educational Convention Incorporated and appropriating said funds to the FY2026 Social Services Fund for use by the Department of Social Services to support foster children at Christmas. Background:  Foster care is intended to be a temporary solution for children who have been removed from their birth family homes or legal guardian for reasons of neglect, abuse, abandonment, or other issues that threaten the child’s health and/or safety. Every effort is made to help the child remain with his or her family; however when a child comes into care they are often placed in a resource home. The resource family works as a team with the local department of social services, the biological family, the child (when applicable), and any additional community partners to provide services to the removal family, the child, and the resource family. The desired outcome of foster care is to reunify the child with their family. Discussion:  DSS received a $100 check from Tidewater Baptist Missionary and Educational Convention, Inc.  Donated funds are to be utilized for the Department of Social Services’ Foster Children for Christmas program. Financial Impact:  The funding available to assist citizens in need would increase by $100. Recommended Action:  Adoption of the ordinance. Next Steps Following Council Action:  Finance will make the appropriate budget adjustments. “ORDINANCE ACCEPTING WITH APPRECIATION A DONATION IN THE AMOUNT OF $100 FROM THE TIDEWATER BAPTIST MISSIONARY AND EDUCATIONAL CONVENTION INCORPORATED AND APPROPRIATING SAID FUNDS TO THE FY 2026 SOCIAL SERVICES FUND FOR USE BY THE DEPARTMENT OF SOCIAL SERVICES TO SUPPORT FOSTER CHILDREN AT CHRISTMAS. ” 25 - 333 - Adoption of an ordinance appropriating Miscellaneous Revenue in the amount of $6,000 to the Judicial section of the FY 2026 General Fund budget for the payment of one-time personnel bonuses to Circuit Court Judicial Assistants. Background:  Circuit Court Judicial Assistants are paid by the City but are not subject to the provisions of the City’s Pay and Classification Plan.  The four Circuit Court Judges have each paid the City $1,500 for the purpose of paying their assistant a bonus. Discussion:  The bonuses are anticipated to be provided to the Judicial Assistants on December 5, 2025.
