November 25, 2025 <br /> <br />At a Regular Meeting of the City Council on Tuesday, November 25, 2025, there <br />were present: <br /> <br />Mayor Shannon E. Glover, Vice Mayor William E. Moody, Jr., Mark A. Hugel, Vernon L. <br />Tillage, Jr., Kathryn W. Bryant, Dr. William S. Dodson, Jr., City Manager Steven Carter, <br />Interim City Attorney Derek G. Challenger. <br /> <br />Pastor Martha Provo opened the meeting with prayer, which was followed by the <br />Pledge of Allegiance to the Flag. <br /> <br /> Mayor Glover called the meeting to order and welcomed all in attendance. <br /> <br /> Motion by Mr. Moody, and seconded by Mr. Hugel, to adopt the minutes of a Called <br />Meeting of October 28, 2025, of a Regular Meeting of October 28, 2025, and of a Called <br />Meeting of November 3, 2025, was adopted by the following vote: <br /> <br />Ayes: Bryant, Dodson, Hugel, Moody, Tillage, Glover <br />Nays: None <br /> <br />- Presentations - <br /> <br /> <br /> Presentation of the CALEA Certificate. <br /> <br /> <br /> Graduation acknowledgement for the Portsmouth Government 101 Class. <br /> <br />- Public Hearing - <br /> <br />25 - 331 - Public hearing on code amendment and use permit applications: <br /> <br />CITYWIDE <br />(a) CA-25-01 - Ordinance granting the request of the City of <br />Portsmouth proposes to amend City Code Chapter 9.1 Chesapeake <br />Bay Preservation Area Overlay District Ordinance to include <br />provisions to assess the impacts of climate change and sea-level rise <br />on proposed land development in the Resource Protection Area <br />during the project review process as required by Virginia State Code <br />9VAC25-830-155. <br /> <br />Motion by Mr. Moody, and seconded by Ms. Bryant, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE AMENDING AND REORDAINING CHAPTER 9.1 (CHESAPEAKE BAY <br />PRESERVATION AREA OVERLAY DISTRICT) OF THE CODE OF THE CITY OF <br />PORTSMOUTH, VIRGINIA FOR THE PURPOSE OF MAKING AMENDMENTS <br />REQUIRED BY STATE LAW, INCLUDING IMPLEMENTING CRITERIA FOR <br />RESILIENCY TO BE INCLUDED IN THE PERFORMANCE STANDARDS FOR <br />DEVELOPMENT IN RESOURCE PROTECTION AREAS.” <br /> <br />Ayes: Bryant, Dodson, Hugel, Moody, Tillage, Glover <br />Nays: None <br /> <br />FAIRVILLE <br />(b) UP-25-09 - Resolution granting the request of Urban Life <br />Substance Abuse & Outpatient Services for a Use Permit to operate <br />a drug and alcohol treatment facility at 21 Royal Street in the Urban <br />Residential (UR) zoning district. The property is owned by AKEI <br />Investments and Holdings LP. The Future Land Use Map of the Build <br />One Portsmouth Comprehensive Plan designates this property for <br />low- to medium-density single-family residential uses. <br /> <br />Motion by Mr. Hugel, and seconded by Mr. Moody, to deny Item UP-25-09, and <br />was denied by the following vote: <br /> <br /> <br /> <br /> <br /> <br /> <br />
