<br />September 23, 2025 <br /> <br />WHEREAS, <br /> the City of Portsmouth must approve the Portsmouth Department of <br />Behavioral Healthcare Services’ FY 2026/FY 2027 Community Services Performance <br />Contract in order to receive funding from the Commonwealth; <br /> <br />NOW THEREFORE BE IT RESOLVED <br /> by the Council of the City of Portsmouth, <br />Virginia that it hereby approves the Portsmouth Department of Behavioral Healthcare <br />Services’ Amended and Restated FY 2026/FY 2027 Community Services Performance <br /> <br />Contract in substantially the form attached hereto as Exhibit A.” <br /> <br />Ayes: Bryant, Dodson, Hugel, Moody, Thomas, Tillage, Glover <br />Nays: None <br /> <br /> Mayor Glover asked for a moment of silence for the passing of former Mayor Gloria <br /> <br />Webb. <br /> <br /> Dr. Dodson asked for an update on the following: <br /> <br /> Progress on funding for the jail. <br />˗ <br /> Gift cards. <br />˗ <br /> Request for proposal on Crawford Bay. <br />˗ <br /> <br /> Ms. Bryant spoke on the following: <br /> <br /> Congratulated Portsmouth Public Schools on receiving $15,000 grant from <br />˗ <br />Amazon to support robotics program. <br /> High Street Fest, Saturday, October 18, 2025. <br />˗ <br /> Thanked students for attending the City Council meeting as well as teachers and <br />˗ <br />mentors. She also recognized her children who were also in attendance. <br /> <br /> Vice Mayor Moody asked for an update on the following: <br /> <br /> Manhole covers on Cedar Lane. <br />˗ <br /> Illegal dumping on Brandon Lane. <br />˗ <br /> <br /> Ms. Thomas asked that City Manager Carter provide information on the next two <br /> <br />debriefing meetings on Greenville, SC. <br /> <br /> City Manager Carter informed citizens and City Council that once those dates were <br />˗ <br />set the public would be made aware. <br /> <br /> Dr. Dodson asked City Attorney Graham-Williams of the legality of violence <br /> <br />interrupters on school property. <br /> Attorney Graham-Williams asked that the person making the inquiry contact her <br />˗ <br />office for assistance. <br /> <br /> Mayor Glover informed citizens of the upcoming City Council retreat, September 3-4, <br /> <br />2025, in Newport News. <br /> <br />25 - 282 - Report on Pending Items <br /> <br />There were no pending items. <br /> <br />25 - 283 - Non-Agenda Speakers <br /> <br />1. Erin Coady, 2908 Tanbark Lane, spoke on the advantages of rank choice voting. <br /> <br />2. Christopher Hines, 119 Kings Gate Drive, spoke on New Generation Marching Band <br /> and its importance in the community. He also voiced his concern with the lack of <br /> funding received. <br /> <br />3. Joseph Kelly, 27 Hobson Street, thanked code enforcer Kenneth Johnson and Officer <br />Walter for the outstanding job they are doing in his neighborhood. He also thanked <br />the City for their help with his festival. <br /> <br />4. David House, P. O. Box 3002, voiced his concern with code violations at a property in <br />Westhaven. <br /> <br /> <br /> <br /> <br />
