September 23, 2025 WHEREAS, no applications from private entities were received for this round of funding; and WHEREAS, the Economic Development Authority has therefore determined to apply for a grant of $480,000 in furtherance of the revitalization of 1117-1121 High Street for port-related uses (the “Project”); and WHEREAS, if the grant is awarded, the Economic Development Authority will be required to expend not less than $480,000 of its own funds to serve as the required match; and WHEREAS, the Project would revitalize blighted structures in the LINC District as leasable commercial space and create approximately 5 new full time jobs; and WHEREAS, the Project would further a port-related use that maximizes the benefits of the City’s role as a Port Host Community, improve the aesthetics of the area, increase the future local tax base by increasing the value of the property, and provide employment opportunities for Portsmouth citizens; and WHEREAS, the grant is funded solely by state dollars and no City funds will be expended; NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia: 1. That it hereby certifies its support for the Project and the submission of an application for a Port Host Communities Revitalization Fund grant in furtherance of the Project. 2. That the City Manager is authorized to take such further actions and execute such further certifications as are necessary or desirable in furtherance of the application and the purposes of this resolution. 3. That this resolution shall take effect on the date of its adoption.” Ayes: Bryant, Dodson, Hugel, Moody, Thomas, Tillage, Glover Nays: None - New Business - 25 - 280 - Boards and Commissions There were no appointments. 25 - 281 - Items Submitted by Council Members Adoption of a resolution to approve the amended and restated FY 2026/FY 2027 Community Services Performance Contract for the Department of Behavioral Healthcare Services. Motion by Mr. Hugel, and seconded by Mr. Moody, to adopt the following resolution, and was adopted by the following vote: “RESOLUTION TO APPROVE THE AMENDED AND RESTATED FY 2026/FY 2027 COMMUNITY SERVICES PERFORMANCE CONTRACT FOR THE DEPARTMENT OF BEHAVIORAL HEALTHCARE SERVICES. WHEREAS, the Virginia Department of Behavioral Health and Developmental Services annually or biennially issues a performance contract to each local community services board specifying the terms and requirements governing the receipt of federal and state funding; and
