September 23, 2025 <br /> <br />WHEREAS, <br /> no applications from private entities were received for this round of <br />funding; and <br /> <br />WHEREAS, <br /> the Economic Development Authority has therefore determined to <br />apply for a grant of $480,000 in furtherance of the revitalization of 1117-1121 High Street <br />for port-related uses (the “Project”); and <br /> <br />WHEREAS, <br /> if the grant is awarded, the Economic Development Authority will be <br />required to expend not less than $480,000 of its own funds to serve as the required match; <br />and <br /> <br />WHEREAS, <br /> the Project would revitalize blighted structures in the LINC District as <br />leasable commercial space and create approximately 5 new full time jobs; and <br /> <br />WHEREAS, <br /> the Project would further a port-related use that maximizes the <br />benefits of the City’s role as a Port Host Community, improve the aesthetics of the area, <br />increase the future local tax base by increasing the value of the property, and provide <br />employment opportunities for Portsmouth citizens; and <br /> <br />WHEREAS, <br /> the grant is funded solely by state dollars and no City funds will be <br />expended; <br /> <br /> NOW, THEREFORE, BE IT RESOLVED <br />by the Council of the City of Portsmouth, <br />Virginia: <br /> <br />1. That it hereby certifies its support for the Project and the submission of an <br />application for a Port Host Communities Revitalization Fund grant in furtherance of the <br />Project. <br /> <br />2. That the City Manager is authorized to take such further actions and <br />execute such further certifications as are necessary or desirable in furtherance of the <br />application and the purposes of this resolution. <br /> <br />3. <br />That this resolution shall take effect on the date of its adoption.” <br /> <br />Ayes: Bryant, Dodson, Hugel, Moody, Thomas, Tillage, Glover <br />Nays: None <br /> <br />- New Business - <br /> <br />25 - 280 - Boards and Commissions <br /> <br />There were no appointments. <br /> <br />25 - 281 - Items Submitted by Council Members <br /> <br /> Adoption of a resolution to approve the amended and restated FY 2026/FY 2027 <br />Community Services Performance Contract for the Department of Behavioral Healthcare <br />Services. <br /> <br />Motion by Mr. Hugel, and seconded by Mr. Moody, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />“RESOLUTION TO APPROVE THE AMENDED AND RESTATED FY 2026/FY 2027 <br />COMMUNITY SERVICES PERFORMANCE CONTRACT FOR THE DEPARTMENT OF <br />BEHAVIORAL HEALTHCARE SERVICES. <br /> <br /> WHEREAS, <br />the Virginia Department of Behavioral Health and Developmental <br />Services annually or biennially issues a performance contract to each local community <br />services board specifying the terms and requirements governing the receipt of federal <br />and state funding; and <br /> <br /> <br /> <br /> <br /> <br />
