September 9, 2025 <br /> <br />WHEREAS <br />, the honorary designation application seeks to honor the contributions <br />to the city of Dr. Milton R. Blount, the late pastor of New Mount Olivet Baptist Church, <br />who provided academic support and life skills training to youth in the community through <br />numerous mentorship programs, GED programs, after-school tutoring, and other <br />enrichment programs; was an advocate for social justice and equality; and served as a <br />leader in various civic organizations including Church and Community in Action. <br /> <br />NOW, THEREFORE, BE IT RESOLVED <br /> by the Council of the City of Portsmouth, <br />Virginia: <br /> <br />1. That it hereby designates the portion of King Street located between <br />Chestnut Street and Elm Avenue with the honorary street name of “Dr. Milton R. Blount <br />Way”. <br /> <br />2. That in accordance with the Honorary Street Designation Policy, the <br />designated name of “Dr. Milton R. Blount Way” is for honorary purposes only and does <br />not change the official name of King Street. <br /> <br />3. <br />That this resolution shall take effect on the date of its adoption.” <br /> <br />Ayes: Bryant, Dodson, Hugel, Moody, Thomas, Tillage, Glover <br />Nays: None <br /> <br />(b) UP-25-06 HARPER AVENUE - Resolution granting the request of D. <br />Simpson with Kimley-Horn for a Use Permit to operate a parking <br />facility at 2000 Harper Avenue in the Industrial (IN) zoning district. <br />The property is owned by Metro Machine Corp. The Future Land <br />Use Map of the Build One Portsmouth Comprehensive Plan <br />designates this property as Heavy Industrial. Planning <br />Commission recommends approval with conditions. <br /> <br />1. Devin Simpson, 4525 Main Street, Virginia Beach, presented the application. <br /> <br />Motion by Mr. Hugel, and seconded by Mr. Tillage, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />“RESOLUTION GRANTING A USE PERMIT (UP-25-06) TO D. SIMPSON TO <br />OPERATE A PARKING FACILITY AT 2000 HARPER AVENUE (TAX PARCEL 0135- <br />0070). <br /> <br /> <br />WHEREAS <br /> , D. Simpson, the agent for the owner of the subject property, has made <br />application pursuant to Section 40.2-533 of the Code of the City of Portsmouth, Virginia <br />for the granting of a use permit to operate a parking facility at 2000 Harper Avenue (Tax <br />Parcel 0135-0070); and <br /> <br />WHEREAS <br /> , the applicant and the Planning Director have done all things required <br />to be done in connection with said application; and <br /> <br />WHEREAS <br /> , the Planning Commission has recommended the approval with <br />conditions of the application for a use permit. <br /> <br />NOW THEREFORE BE IT RESOLVED <br /> by the Council of the City of Portsmouth, <br />Virginia: <br /> <br /> 1. That it has reviewed and considered the application materials, the City staff <br />report, the proceedings and recommendation of the Planning Commission, all comments <br />made at the public hearing, and the discussion of the Council regarding the application. <br /> <br /> 2. That it has considered factors it deemed applicable and consistent with the <br />Code of Virginia, which may include, without limitation, the nature, extent, external effects, <br />location, design or method of operation of the requested use, the City’s comprehensive <br />plan, and the public health, safety, and general welfare. <br /> <br /> <br /> <br /> <br />
