September 9, 2025 WHEREAS , the honorary designation application seeks to honor the contributions to the city of Dr. Milton R. Blount, the late pastor of New Mount Olivet Baptist Church, who provided academic support and life skills training to youth in the community through numerous mentorship programs, GED programs, after-school tutoring, and other enrichment programs; was an advocate for social justice and equality; and served as a leader in various civic organizations including Church and Community in Action. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia: 1. That it hereby designates the portion of King Street located between Chestnut Street and Elm Avenue with the honorary street name of “Dr. Milton R. Blount Way”. 2. That in accordance with the Honorary Street Designation Policy, the designated name of “Dr. Milton R. Blount Way” is for honorary purposes only and does not change the official name of King Street. 3. That this resolution shall take effect on the date of its adoption.” Ayes: Bryant, Dodson, Hugel, Moody, Thomas, Tillage, Glover Nays: None (b) UP-25-06 HARPER AVENUE - Resolution granting the request of D. Simpson with Kimley-Horn for a Use Permit to operate a parking facility at 2000 Harper Avenue in the Industrial (IN) zoning district. The property is owned by Metro Machine Corp. The Future Land Use Map of the Build One Portsmouth Comprehensive Plan designates this property as Heavy Industrial. Planning Commission recommends approval with conditions. 1. Devin Simpson, 4525 Main Street, Virginia Beach, presented the application. Motion by Mr. Hugel, and seconded by Mr. Tillage, to adopt the following resolution, and was adopted by the following vote: “RESOLUTION GRANTING A USE PERMIT (UP-25-06) TO D. SIMPSON TO OPERATE A PARKING FACILITY AT 2000 HARPER AVENUE (TAX PARCEL 0135- 0070). WHEREAS , D. Simpson, the agent for the owner of the subject property, has made application pursuant to Section 40.2-533 of the Code of the City of Portsmouth, Virginia for the granting of a use permit to operate a parking facility at 2000 Harper Avenue (Tax Parcel 0135-0070); and WHEREAS , the applicant and the Planning Director have done all things required to be done in connection with said application; and WHEREAS , the Planning Commission has recommended the approval with conditions of the application for a use permit. NOW THEREFORE BE IT RESOLVED by the Council of the City of Portsmouth, Virginia: 1. That it has reviewed and considered the application materials, the City staff report, the proceedings and recommendation of the Planning Commission, all comments made at the public hearing, and the discussion of the Council regarding the application. 2. That it has considered factors it deemed applicable and consistent with the Code of Virginia, which may include, without limitation, the nature, extent, external effects, location, design or method of operation of the requested use, the City’s comprehensive plan, and the public health, safety, and general welfare.
