<br />At a Regular Meeting of the City Council on Tuesday, September 9, 2025, there
<br />were present:
<br />
<br />Mayor Shannon E. Glover, Vice Mayor William E. Moody, Jr., Mark A. Hugel, Vernon L.
<br />Tillage, Jr., Kathryn W. Bryant, Dr. William S. Dodson, Jr., Yolanda E. Thomas, City
<br />Manager Steven Carter, City Attorney Lavonda Graham-Williams.
<br />
<br />Reverend Sylvester Colvin opened the meeting with prayer, which was followed
<br />by the Pledge of Allegiance to the Flag.
<br />
<br /> Mayor Glover called the meeting to order and welcomed all in attendance.
<br />
<br /> Motion by Mr. Moody, and seconded by Mr. Hugel, to adopt the minutes of a Called
<br />Meeting of August 25, 2025, of a Called Meeting of August 26, 2025, and of a Regular
<br />Meeting of August 26, 2025, and was adopted by the following vote:
<br />
<br />Ayes: Bryant, Dodson, Hugel, Moody, Thomas, Tillage, Glover
<br />Nays: None

<br />- Public Hearing -
<br />
<br />25 - 252 - Public hearing on honorary street sign designation and use permit applications:
<br />
<br />(a) HSND-25-03 INNOVATION DISTRICT - Resolution granting the request of M. Hill
<br />for an Honorary Street Name Designation to designate a portion of
<br />King Street between Chestnut Street and Elm Avenue as “Dr. Milton
<br />R. Blount Way” in recognition of Dr. Milton R. Blount’s contributions
<br />to the City of Portsmouth. The Future Land Use Map of the Build One
<br />Portsmouth Comprehensive Plan designates this property for
<br />transportation. Planning Commission recommends approval.
<br />
<br />1. Marilyn Hill, 5 Cobby Court, presented the application.
<br />
<br />2. Cardell Patillo, 800 Crawford Street, spoke in support of this item.
<br />
<br />3. Pamela Wilkins, 805 Elm Avenue, spoke in support of this item.
<br />
<br />4. Arnette McSwain, 719 High Street, spoke in support of this item.
<br />
<br />5. Claudette Blount, 4600 Staghorn Drive, Virginia Beach, spoke in support of this item.

<br />Motion by Mr. Moody, and seconded by Mr. Tillage, to adopt the following
<br />resolution, and was adopted by the following vote:
<br />
<br />“RESOLUTION DESIGNATING AN HONORARY STREET NAME OF “DR. MILTON R.
<br />BLOUNT WAY” FOR THE PORTION OF KING STREET LOCATED BETWEEN
<br />CHESTNUT STREET AND ELM AVENUE.
<br />
<br />WHEREAS
<br />, by Resolution R-24-19 adopted on July 23, 2024 the City Council
<br />adopted an Honorary Street Designation Policy; and
<br />
<br />WHEREAS
<br />, the purpose of the Honorary Street Designation Policy is to recognize
<br />and honor the citywide contribution, impact, or fame of Portsmouth individuals and groups
<br />without changing the official names of streets or the addresses of residents and
<br />businesses; and
<br />
<br />WHEREAS
<br />, M. Hill, on behalf of New Mount Olivet Baptist Church, filed an
<br />application requesting an Honorary Street Name Designation to designate a portion of
<br />King Street between Chestnut Street and Elm Avenue as “Dr. Milton R. Blount Way”; and
<br />
