September 9, 2025 <br /> <br />25 - 256 - Adoption of an ordinance accepting funding in the amount of $30,000 <br />from the Virginia Department of Emergency Management and appropriating said <br />amount in the FY 2026 Grants Fund for use by the Department of Fire, Rescue and <br />Emergency Services for the Southside Regional Hazardous Materials Emergency <br />Response Team. <br /> <br />Background: <br /> <br /> The Virginia Department of Emergency Management (VDEM) has allocated the <br />City of Portsmouth $30,000 for 2025 (FY26) for emergency responses provided by the <br />Southside Regional Hazardous Materials Emergency Response Team\\SRHMR. <br /> <br /> The funds received enable Portsmouth, which is the lead City for the Southside <br />Regional Hazardous Materials Emergency Response Team, to maintain a superior level <br />of readiness regarding response, equipment, training, and technical expertise in dealing <br />with hazardous materials as required by the Commonwealth of Virginia Department of <br />Emergency Management\\VDEM. <br /> <br />Discussion: <br /> <br /> This program funding is instrumental in protecting the environment and the health, <br />safety and welfare of the people of the Commonwealth of Virginia from the dangers and <br />potential dangers of accidents and incidents involving hazardous materials where an <br />emergency response will be provided within the southeastern area of the Commonwealth <br />of Virginia by the SRHMR Team. <br /> <br />Financial Impact: <br /> <br /> The City is not required to provide a cash or in-kind match. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> <br /> The Finance Department will assign the budget code. <br /> <br /> For PFRES to proceed with the necessary purchases in accordance with the <br />established guidelines by the Commonwealth of Virginia Department of Emergency <br /> <br />Management\\VDEM. <br /> <br />Motion by Mr. Hugel, and seconded by Mr. Tillage, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING FUNDING IN THE AMOUNT OF $30,000 FROM THE <br />VIRGINIA DEPARTMENT OF EMERGENCY MANAGEMENT AND APPROPRIATING <br />SAID AMOUNT IN THE FY 2026 GRANTS FUND FOR USE BY THE DEPARTMENT <br />OF FIRE, RESCUE AND EMERGENCY SERVICES FOR THE SOUTHSIDE REGIONAL <br />HAZARDOUS MATERIALS EMERGENCY RESPONSE TEAM. <br />” <br /> <br />Ayes: Bryant, Dodson, Hugel, Moody, Thomas, Tillage, Glover <br />Nays: None <br /> <br />25 - 257 - Adoption of an ordinance accepting funding in the amount of $1,000 from <br />the Virginia Department of Emergency Management and appropriating said amount <br />in the FY 2026 Grants Fund for use by the Department of Fire, Rescue and <br />Emergency Services in connection with the Radiological Emergency Preparedness <br />Program. <br /> <br />Background: <br /> <br /> The Virginia Department of Emergency Management recognized the critical role <br />of emergency management at the local level. Strong local emergency management <br />programs keep the Commonwealth safer and allow all of us to respond and recover <br />effectively and efficiently when a radiological emergency or disaster occurs. <br /> <br /> <br /> <br /> <br /> <br /> <br />
