<br />July 8, 2025 <br /> <br />Motion by Mr. Moody, and seconded by Mr. Tillage, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING HAZMAT RESPONSE COST RECOVERY FUNDING IN <br />THE AMOUNT OF $9,234.99 FROM THE VIRGINIA DEPARTMENT OF EMERGENCY <br />MANAGEMENT AND APPROPRIATING SAID AMOUNT IN THE FY 2026 GRANTS <br />FUND FOR THE PURPOSE OF MAINTAINING HAZARDOUS MATERIALS TEAM <br />RESPONSE CAPABILITIES. <br />” <br /> <br />Ayes: Bryant, Dodson, Hugel, Moody, Thomas, Tillage, Glover <br />Nays: None <br /> <br />25 - 198 - Adoption of an ordinance accepting State Shared Expense Revenue in <br />the amount of $152,591 and appropriating $138,802 of said amount to the Judicial <br />Section and $13,789 of said amount to the General Government Section of the FY <br />2026 General Fund budget for the payment of one-time personnel bonuses. <br /> <br />Background: <br /> <br /> <br /> The 1.5% salary bonus was approved by the 2025 Session of the General <br />Assembly for constitutional officer employees. <br /> <br /> The money will be distributed by the State Compensation Board as part of the July <br />2025 reimbursement, captured in the FY 2026 General Fund budget as State Shared <br />Expenses. <br /> <br /> The total number of employees estimated to receive the supplement is 230, which <br />equates to $152,591. <br /> <br />Discussion: <br /> <br /> <br /> Correspondence from the State Compensation Board indicates that the bonus <br />should be given any time in July 2025. <br /> <br />Financial Impact: <br /> <br /> <br /> The Judicial section of the FY 2026 General Fund Budget will increase by <br />$138,802. <br /> <br /> The General Government section of the FY 2026 General Fund Budget will <br />increase by $13,789. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Department will complete the necessary budget transfers and provide <br />the bonus on or before July 25, 2025. <br /> <br />Motion by Mr. Hugel, and seconded by Mr. Tillage, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING STATE SHARED EXPENSE REVENUE IN THE AMOUNT <br />OF $152,591 AND APPROPRIATING $138,802 OF SAID AMOUNT TO THE JUDICIAL <br />SECTION AND $13,789 OF SAID AMOUNT TO THE GENERAL GOVERNMENT <br />SECTION OF THE FY 2026 GENERAL FUND BUDGET FOR THE PAYMENT OF ONE- <br />TIME PERSONNEL BONUSES. <br />” <br /> <br />Ayes: Bryant, Dodson, Hugel, Moody, Thomas, Tillage, Glover <br />Nays: None <br /> <br />25 - 199 - Adoption of an ordinance amending Article V (Public Procurement) of <br />Chapter 12 (Finance) of the Code of the City of Portsmouth, Virginia by adding a <br />new Section 12-188 regarding contracts for information technology goods or <br />services. <br /> <br /> <br /> <br /> <br /> <br /> <br />
