<br />July 8, 2025 <br /> <br /> <br /> Portsmouth Community Corrections (PCC) provides individual supervision based <br />on risk and need, which includes community service placement, intervention services for <br />persons charged with domestic violence, education and/or treatment programs for <br />persons charged with larceny, drug offenses, assault, and other misdemeanor offenses. <br />PCC provides substance abuse assessments, testing and treatment, employment <br />assistance services and education/treatment referral services for shoplifting, parenting <br /> <br />classes, anger management, and domestic violence. <br /> <br /> This appropriation includes a 5% increase in total compensation, and a 1.5 percent <br />one-time bonus for full-time state-funded local community corrections and pretrial <br /> <br />services personnel. <br /> <br />Financial Impact: <br /> <br /> <br /> <br /> There is no local match required by the DCJS for this grant. <br /> <br />Recommended Action: <br /> <br /> <br /> Adoption of ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Department will make the necessary budgetary adjustments. In <br />addition, the Program Director will provide grant management and oversight. <br /> <br />Motion by Mr. Tillage, and seconded by Mr. Hugel, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING A GRANT IN THE AMOUNT OF $676,663 FROM THE <br />VIRGINIA DEPARTMENT OF CRIMINAL JUSTICE SERVICES AND APPROPRIATING <br />SAID FUNDS IN THE FY 2026 GRANTS FUND TO OPERATE LOCAL PROBATION <br />AND PRETRIAL SERVICES IN PORTSMOUTH. <br />” <br /> <br />Ayes: Bryant, Dodson, Hugel, Moody, Thomas, Tillage, Glover <br />Nays: None <br /> <br />25 - 197 - Adoption of an ordinance accepting HAZMAT response cost recovery <br />funding in the amount of $9,234.99 from the Virginia Department of Emergency <br />Management and appropriating said amount in the FY 2026 Grants Fund for the <br />purpose of maintaining Hazardous Materials Team response capabilities. <br /> <br />Background: <br /> <br /> The Virginia Department of Emergency Management (VDEM) has reimbursed the <br />City of Portsmouth in the amount of $9,234.99 for HAZMAT Response Cost Recovery <br />calls in capacity as the Southside Regional HAZMAT Team Leader. <br /> <br /> The funds received enable Portsmouth, which is the lead City for the Southside <br />Regional Hazardous Materials Team, to maintain a superior level of readiness with regard <br />to equipment, training, and technical expertise in dealing with hazardous materials, as <br />required by VDEM. <br /> <br />Discussion: <br /> <br /> These funds are instrumental in enabling the response capabilities for the <br />Southside Regional Hazardous Materials Emergency Response Team. <br /> <br />Financial Impact: <br /> <br /> This is reimbursement funding received as a result of reimbursement submissions <br />by the Department of Fire, Rescue and Emergency Services. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Department will assign the budget code and credit the account <br /> <br />accordingly. <br /> <br /> <br /> <br /> <br />
