April 25, 2000 <br /> <br />Recommendation: <br /> <br />· Adoption of a motion to transfer $133,767 from the Grants Contingency Account for <br />Fire Protection Services. <br /> <br />Purpose and Need: <br /> <br />· The City of Portsmouth has received the Fiscal Year 2000 Fire Program Funds. <br />This allocation will be used for Firefighter Safety by updating protective clothing, fire- <br />fighting equipment and training of firefighters. <br /> <br />Financial Impact: <br /> <br />· Virginia Department of Fire Programs = $133,767. <br /> <br />· No local match is required. <br /> <br /> Motion by Mr. Robinett, and seconded by Mr. Moody, to transfer $133,767 from the <br />Grants Contingency Fund for Fire Protection Services to be used for firefighter safety by <br />updating protective clothing, fire fighting equipment and training of firefighters, and was <br />adopted by the following: <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Robinett, Whitehurst, Holley <br />Nays: None <br /> <br />- New Business - <br /> <br />00 - 99 - Boards and Commissions <br /> <br />There were no appointments. <br /> <br />00 - 100 - Items Submitted by City Council <br /> <br />Councilman Pitts spoke on cap for Senior Citizens tax freeze. <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Griffin, to request the City Manager to <br />report to the Council in June as to the feasibility of raising the cap from $40,000 income <br />to $52,000 income a year to qualify for the tax freeze for Senior Citizens in order to <br />accommodate and reward our Senior Citizens of the Portsmouth Family, and was <br />adopted by the following: <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Robinett, Whitehurst, Holley <br />Nays: None <br /> <br />Councilman Benn spoke on USS Nicholson's voyage to Portsmouth, England, <br />Commanding Officer, Commander Brickman. <br /> <br />Councilman Whitehurst announced a Vision Session at Brighton Elementary School <br />on May 6, 2000 at 9:00 a.m. <br /> <br />Vice Mayor Griffin spoke on Mock City Council meeting to be held Wednesday, April <br />26, 2000. <br /> <br />00 - 101 - Non-Agenda Speakers <br /> <br />William Copeland, 2107 Staunton Avenue, spoke on concerns with lead on the <br />school grounds, especially Brighton Elementary School. Concerned with dust from <br />demolition of Truxton. <br /> <br />Raleigh Harsley, 2124 Peach Street, spoke on Mayor's Health Advisory Committee <br />and to the fact that they have stopped meeting with Health Director and requested <br />Mayor's review. As a Clean Community Commission representative, he spoke <br />about rental properties deteriorating. <br /> <br /> <br />
