April 25, 2000 <br /> <br /> (4) To indicate the method for the temporary relocation of persons living in <br />such areas; and also the method for providing (unless already available) decent, safe <br />and sanitary dwellings in the locality substantially equal in number to the number of <br />substandard dwellings to be cleared from the area, at rents within the financial reach of <br />the income groups displaced from such substandard dwellings, and; <br /> <br /> WHEREAS, the Redevelopment Plan for the Tower Redevelopment Project <br />(hereinafter referred to as the "Plan"), has been referred to this Council for review and <br />approval; and <br /> <br /> WHEREAS, the Tower Redevelopment Project (hereinafter called the "Project"), <br />encompasses the area as described in the boundary description within the Plan in the <br />City of Portsmouth, Commonwealth of Virginia (hereinafter called the "Locality"); and <br /> <br /> WHEREAS, a study of the project area has been made and it has been <br />determined that the area is blighted and deteriorated by reason of dilapidation, <br />obsolescence, faulty arrangement and design, deleterious land use and obsolete layout, <br />is detrimental to the safety, health, morals and the general and economic welfare of the <br />City and eligible for redevelopment pursuant to Title 36 of the Code of Virginia; and <br /> <br /> WHEREAS, Portsmouth Redevelopment and Housing Authority has resolved <br />that this Plan is in the best interests of the residents of the City of Portsmouth; and <br /> <br /> WHEREAS, this Council is cognizant of the conditions that are imposed by the <br />provisions of the Housing and Community Development Act of 1974, as amended, <br />including those prohibiting discrimination on the basis of race, age, color, creed, sex, <br />disability, or national origin; and <br /> <br /> WHEREAS, in the judgement of this Council, it is in the interest of the City and its <br />residents that the said Plan be approved. <br /> <br /> THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, <br />Virginia: <br /> <br /> 1. That it is hereby deemed appropriate and in the public interest that a <br />redevelopment program be carried out within the boundaries described in the Tower <br />Redevelopment Plan. <br /> <br />2. That it is hereby found and determined that the Plan for the project area <br />will afford maximum opportunity, consistent with the needs of the City of <br />Portsmouth as a whole, for the redevelopment of the area and the Project qualifies as <br />an eligible project area under Title 36 of the Code of Virginia, 1950, as amended. <br /> <br /> 3. That, in order to implement and facilitate the effectuation of the Plan, this <br />Council hereby (a) pledges its cooperation in the execution of the Plan; (b) requests the <br />various officials, departments, boards and agencies of the City of Portsmouth having <br />administrative responsibilities likewise to cooperate to such end and to exercise their <br />respective functions and powers in a manner consistent with the Plan; (c) acknowledges <br />that redevelopment measures and other activities described within the Plan will be <br />carried out in accordance with the availability of funds; and (d) stands ready to consider <br />and take appropriate action upon proposals and measures designed to effectuate the <br />Plan. <br /> <br /> 4. That the Plan for the Project, having been duly reviewed and considered, <br />is hereby approved, and the City Clerk be, and is hereby directed to file said copy of the <br />Plan with the minutes of this meeting." <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Robinett, Whitehurst, Holley <br />Nays: None <br /> <br />00 - 98 - Adoption of a motion to transfer $133,767 from the Grants Contingency Fund <br />for Fire Protection Services to be used for firefighter safety by updating protective <br />clothing, fire fighting equipment and training of firefighters. <br /> <br /> <br />
