June 10, 2025 <br /> <br />Background: <br /> <br /> The City of Portsmouth has received a grant from the United States Department <br />of Agriculture via the Virginia Department of Education for the Child and Adult Care Food <br />Program (CACFP) for more than 39 years. The program is administered by the <br />Department of Parks & Recreation. <br /> <br /> This fiscal year the program accommodated four (4) Recreation Centers, (4) <br />School House Recreation programs, Faith-based sites, and additional school and <br /> <br />Portsmouth Redevelopment and Housing Authority locations from August 26, 2024 <br />through June 6, 2025. <br /> <br /> The program provides supper and snacks to children after school. <br /> <br /> The Department of Parks & Recreation partners with Portsmouth Public Schools <br />Food Services Division to provide the meals. <br /> <br />Discussion: <br /> <br /> The CACFP 2024-2025 program included 39 service sites. <br /> <br /> As of April 30, 2025, we had served 80,963 suppers and 54,904 snacks. <br /> <br /> <br /> It is estimatedthat the program will have served an additional 7500 suppers and <br />5000 snacks prior to the end of the fiscal year. <br /> <br />Financial Impact <br />: <br /> <br /> There is no City cash match required. The grant is a total reimbursement grant <br />based on the number of meals served according to the grant guidelines. <br /> <br />Staff Recommends: <br /> <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> Continue implementation of the CACFP food program through the school year. <br /> <br /> The City anticipates receiving the grant fund reimbursement by September 2025 <br /> <br />Motion by Ms. Thomas, and seconded by Mr. Hugel, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING CHILD AND ADULT FOOD CARE PROGRAM FUNDING <br />IN THE AMOUNT OF $444,374.93 FROM THE UNITED STATES DEPARTMENT OF <br />AGRICULTURE AND APPROPRIATING SAID AMOUNT IN THE FY 2025 GRANTS <br />FUND TO REIMBURSE THE CITY FOR THE PROVISION OF MEALS UNDER THE <br />PROGRAM. <br />” <br /> <br />Ayes: Bryant, Dodson, Hugel, Moody, Thomas, Tillage, Glover <br />Nays: None <br /> <br />25 - 163 - Adoption of an ordinance accepting a Stormwater Local Assistance <br />Fund grant in the amount of $933,652 from the Virginia Department of <br />Environmental Quality and appropriating said amount in the Stormwater <br />Category of the FY 2025 Capital Improvement Fund Budget for the Green Lakes <br />III Retrofit Project. <br /> <br /> <br />Background: <br /> <br /> The Virginia Department of Environmental Quality (DEQ) provides funding for local <br />water quality projects through the Stormwater Local Assistance Fund (SLAF). <br /> <br /> The City is required to implement water quality projects as part of the permit for its <br />municipal separate storm sewer system (MS4). <br /> <br /> The Stormwater category of the Capital Improvement Fund budget, specifically the <br />VPDES Permit Compliance line item, provides funds to address MS4 permit-related <br />requirements. <br /> <br />Discussion: <br /> <br /> <br /> DEQ awarded the City an SLAF Grant in the amount of $933,652 for the Green <br />Lakes III Retrofit project. <br /> <br /> This project will restore the lake capacity needed to reduce upstream flooding. <br /> <br /> <br /> <br /> <br />
