May 27, 2025 <br /> <br />Next Steps Following Council Action: <br /> <br /> BHS will expend the Settlement Funds for Approved Abatement Purposes. <br /> <br />Motion by Mr. Tillage, and seconded by Ms. Bryant, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING SETTLEMENT FUNDS IN THE AMOUNT OF $28,960.59 <br />FROM AN OPIOID SETTLEMENT AND APPROPRIATING SAID AMOUNT IN THE FY <br />2025 BEHAVIORAL HEALTHCARE SERVICE FUND FOR USE BY BHS FOR <br />APPROVED ABATEMENT PURPOSES AS DEFINED BY THE VIRGINIA OPIOID <br />FUND AND SETTLEMENT ALLOCATION MOU. <br />” <br /> <br />Ayes: Bryant, Dodson, Hugel, Moody, Thomas, Tillage, Glover <br />Nays: None <br /> <br />25 - 139 - Adoption of an ordinance accepting additional funding in the amount of <br />$20,539.27 from the U.S. Department of Housing and Urban Development and <br />appropriating said sum in the FY 2026 Community Development Fund Budget for <br />use in implementing the Annual Action Plan. <br /> <br />Background: <br /> <br /> As part of the FY 2026 budget adoption process, the City’s budget was approved <br />with expected US Department of Housing and Urban Development (HUD) entitlement and <br />program income funding for the Community Development Block Grant (CDBG) program <br />and HOME Investment Partnership program. <br /> <br /> As part of the FY 2026 budget adoption process, the City originally anticipated a <br />CDBG entitlement of $1,563,930 and a HOME entitlement of $455,398.31, for a total FY <br />2026 Community Development Fund Budget of $2,019,328.31. <br /> <br />Discussion: <br /> <br /> After adoption of the City Budget, HUD revised the allocation for CDBG to <br />$1,545,652 ($18,278 less than was appropriated in the Budget) and revised the allocation <br />of HOME to $494,215.58 ($38,817.27 more than was appropriated in the Budget). <br /> <br /> The total FY 2026 Community Development Fund Budget should now be <br />$2,039,867.58, which is $20,539.27 more than was appropriated. <br /> <br /> The additional funds need to be appropriated by City Council. <br /> <br />Financial impact: <br /> <br /> The funds will support activities in the existing Annual Action Plan and there will <br />be no impact to service delivery. <br /> <br /> The adoption of the proposed ordinance will ensure consistency between the <br />actual revenue received and the adopted City budget. <br /> <br /> HOME funds require a match of not less than 25% of HOME funds drawn. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> The funds are approved and available upon authorization of the appropriation. <br /> <br />Motion by Mr. Tillage, and seconded by Ms. Bryant, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING ADDITIONAL FUNDING IN THE AMOUNT OF $20,539.27 <br />FROM THE U.S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT AND <br />APPROPRIATING SAID SUM IN THE FY 2026 COMMUNITY DEVELOPMENT FUND <br />BUDGET FOR USE IN IMPLEMENTING THE ANNUAL ACTION PLAN. <br />” <br /> <br />Ayes: Bryant, Dodson, Hugel, Moody, Thomas, Tillage, Glover <br />Nays: None <br /> <br /> <br /> <br /> <br /> <br />
