May 27, 2025 <br /> <br />25 - 140 - Adoption of an ordinance accepting funding in the amount of $2,400 from <br />the Virginia Department of Social Services and appropriating said amount in the <br />FY 2025 Social Services Fund for the Family Partnership Meeting Incentive <br />Program. <br /> <br />Background: <br /> <br /> Family engagement is a relationship focused approach, that provides structure for <br />decision making and empowers both the family and community in the decision making <br />process. Meetings are held for all decisions involving prevention of placement in very high <br />and high risk CPS families, prior to a child’s removal from a birth or adoptive family, prior <br />to a change of placement, and prior to a change of goal. <br /> <br /> Family Partnership Meetings can be convened at any time in the process of service <br />provision. They may be requested by the birth, foster or adoptive family, legal guardian, <br />or by agency staff. <br /> <br />Discussion: <br /> <br /> Family Partnership Meeting (FPM) Incentive Funds are to assist with costs for local <br />staff expenses associated with conducting FPMs such as payments to trained facilitators <br />for conducting FPMs, search activities to locate and include family members, and <br />payments to coaches for internal facilitation. <br /> <br /> Funds allow for the purchase of tangible items used to support the FPM process <br /> <br />(such as laptops, printer, flip charts, etc.) and are also used to support family participation. <br /> <br /> Family Partnership Meeting Incentive funds in the amount of $2,400 were earned <br />during the period from December 1, 2024 – February 28, 2025. <br /> <br />Financial Impact: <br /> <br /> A local match of 15.5% is required as a condition of the funding, which match has <br />previously been appropriated to the FY 2025 Social Services Fund Budget. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Department will make the appropriate budget adjustments. <br /> <br />Motion by Ms. Bryant, and seconded by Mr. Tillage, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING FUNDING IN THE AMOUNT OF $2,400 FROM THE <br />VIRGINIA DEPARTMENT OF SOCIAL SERVICES AND APPROPRIATING SAID <br />AMOUNT IN THE FY 2025 SOCIAL SERVICES FUND BUDGET FOR THE FAMILY <br />PARTNERSHIP MEETING INCENTIVE PROGRAM. <br />” <br /> <br />Ayes: Bryant, Dodson, Hugel, Moody, Thomas, Tillage, Glover <br />Nays: None <br /> <br />25 - 141 - Adoption of an ordinance accepting Public Safety Answering Points <br />funding in the amount of $4,000 from the Virginia 9-1-1 Services Board and <br />appropriating said funds to the FY 2025 Grants Fund for use by the Department of <br />Fire, Rescue and Emergency Services. <br /> <br />Background: <br /> <br /> Through the Virginia Department of Emergency Management\\VDEM, the primary <br />function of the Commonwealth of Virginia’s 9-1-1 Services Board is to send PSAP and\\or <br />GIS personnel to one or more of the annual state professional organization conferences <br />during the award period of July 1, 2025 – June 30, 2026. <br /> <br /> The PSAP Program allows for educational training specific to 9-1-1 Dispatch <br />personnel and allows opportunities to foster and enhance consistent knowledge and <br />awareness of current and advancing 9-1-1 public safety communications standards, <br />issues, procedures, practices, technologies, and other relevant matters. <br /> <br /> The overall goal is for development of critical skill sets needed to maintain a high <br /> <br />degree of professionalism, knowledge, and growth for each 9-1-1 Dispatcher. <br /> <br /> <br /> <br /> <br />
