That it hereby designates the portion of Randolph Street located between <br />Des Moines Avenue and Lansing Avenue with the honorary street name of “D.A. Peace, <br />Sr. Way”. <br /> <br />2. That in accordance with the Honorary Street Designation Policy, the <br />designated name of “D.A. Peace, Sr. Way” is for honorary purposes only and does not <br />change the official name of Randolph Street. <br /> <br /> <br />3. That this resolution shall take effect on the date of its adoption.” <br /> <br />Ayes: Bryant, Dodson, Hugel, Moody, Thomas, Tillage, Glover <br />Nays: None <br /> <br />(b) UP-25-03 GEORGE WASHINGTON HWY. - Resolution granting the request <br />of R. Brown for a Use Permit to operate an entertainment <br />establishment on a portion of the 2012 Victory Boulevard parcel <br />designated as 4806 George Washington Highway in the General <br />Mixed-Use (GMU) zoning district. The Future Land Use Map of the <br />Build One Portsmouth Comprehensive Plan designates this <br />property as a mixed-use corridor. The property is owned by <br />Washington/Victory LLC. Planning Commission recommends <br />approval with conditions. <br /> <br />1. Renada Brown, 3408 Bart Street, presented the application. <br /> <br />Motion by Mr. Moody, and seconded by Mr. Hugel, to defer item UP-25-03 to the <br />July 22, 2025, meeting, and was adopted by the following vote: <br /> <br />Ayes: Bryant, Hugel, Moody, Glover <br />Nays: Dodson, Thomas, Tillage <br /> <br />(c) Z-24-02 CITYWIDE - Ordinance granting the request for S. Riggs to amend <br />City Code Ch. 40.2 Zoning Ordinance to include seaplane base to <br />list of uses, require a Use Permit to operate a seaplane base within <br />a given zoning district, and such additional modifications as may <br />be deemed appropriate. Planning Commission recommends <br />approval. <br /> <br />1. Sam Riggs, 84 Lakeside Drive, Newport News, presented the application. <br /> <br />2. Tony Goodwin, 38 Linden Avenue, spoke on the importance of treating the code as <br /> a living document. <br /> <br />Motion by Mr. Moody, and seconded by Mr. Hugel, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE TO AMEND AND REORDAIN CHAPTER 40.2 OF THE CODE OF THE <br />CITY OF PORTSMOUTH, VIRGINIA (ZONING ORDINANCE) TO AUTHORIZE A <br />SEAPLANE BASE USE IN ZONING DISTRICT D1-T6 BY ADDING A NEW DEFINITION <br />TO SECTION 40.2-212 (PUBLIC AND INSTITUTIONAL USES), REFERENCING THE <br />DEFINITION IN ARTICLE VI(C) (DEFINITIONS), AND ADDING THE USE TO TABLES <br />40.2-216 (USE TABLE) AND 40.2-301(1) (MINIMUM OFF-STREET PARKING <br />STANDARDS).” <br /> <br />Ayes: Bryant, Dodson, Hugel, Moody, Thomas, Tillage, Glover <br />Nays: None <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
