<br />At a Regular Meeting of the City Council on Tuesday, May 27, 2025, there were
<br />present:
<br />
<br />Mayor Shannon E. Glover, Vice Mayor Wiliam E. Moody, Jr., Mark A. Hugel, Vernon L.
<br />Tillage, Jr., Kathryn W. Bryant, Dr. William S. Dodson, Jr., Yolanda E. Thomas, City
<br />Manager Steven Carter, City Attorney Lavonda Graham-Williams.
<br />
<br />Mayor Glover asked for a moment of silence, which was followed by the Pledge of
<br />Allegiance to the Flag.
<br />
<br /> Mayor Glover called the meeting to order and welcomed all in attendance.
<br />
<br /> Motion by Mr. Moody, and seconded by Mr. Tillage, to adopt the minutes of a
<br />Called Meeting of May 12, 2025, and of a Called Meeting of May 13, 2025, and of a
<br />Regular Meeting of May 13, 2025, and was adopted by the following vote:
<br />
<br />Ayes: Bryant, Dodson, Hugel, Moody, Thomas, Tillage, Glover
<br />Nays: None

<br />- Public Hearing -
<br />
<br />25 - 137 - Public hearing on honorary street name designation, use permit and rezoning
<br />applications:
<br />
<br />(a) HSND-25-01 PRENTIS PARK - Resolution granting the request of D. Peace-
<br />Branch for an Honorary Street Name Designation to designate a
<br />portion of Randolph Street as “D.A. Peace, Sr. Way” in recognition
<br />of D.A. Peace, Sr., former pastor of Zion Bethel United Church of
<br />Christ in Portsmouth. The property is public right-of-way owned by
<br />the City of Portsmouth. The Future Land Use Map of the Build One
<br />Portsmouth Comprehensive Plan designates this property for
<br />transportation. Planning Commission recommends approval.
<br />
<br />1. Devese Peace-Branch, 4421 Templar Drive, presented the application.
<br />
<br />2. Sheila Joseph, 139 Grand Street, spoke in support of this item.
<br />
<br />Motion by Mr. Moody, and seconded by Mr. Tillage, to adopt the following
<br />resolution, and was adopted by the following vote:
<br />
<br />“RESOLUTION DESIGNATING AN HONORARY STREET NAME OF “D.A. PEACE,
<br />SR. WAY” FOR THE PORTION OF RANDOLPH STREET LOCATED BETWEEN DES
<br />MOINES AVENUE AND LANSING AVENUE.
<br />
<br />WHEREAS
<br />, by Resolution R-24-19 adopted on July 23, 2024 the City Council
<br />adopted an Honorary Street Designation Policy; and
<br />
<br />WHEREAS
<br />, the purpose of the Honorary Street Designation Policy is to recognize
<br />and honor the citywide contribution, impact, or fame of Portsmouth individuals and groups
<br />without changing the official names of streets or the addresses of residents and
<br />businesses; and
<br />
<br />WHEREAS
<br />, Devese J. Peace-Branch filed an application requesting an Honorary
<br />Street Name Designation to designate a portion of Randolph Street between Des Moines
<br />Avenue and Lansing Avenue as “D.A. Peace, Sr. Way”; and
<br />
<br />WHEREAS
<br />, the honorary designation application seeks to honor the contributions
<br />to the city of D.A. Peace, Sr., who was the former pastor of Zion Bethel United Church of
<br />Christ, for his community leadership and his support of outreach programs and civic
<br />initiatives, including through drug abuse recovery programs, feeding programs, youth
<br />mentorship, crime prevention, and homeless assistance.
