May 13, 2025 <br /> <br />WHEREAS, <br />this Council has found that the proposed 2026 Annual Action Plan is <br />appropriate to meet the needs of the City and, therefore, is acceptable. <br /> <br />NOW THEREFORE BE IT RESOLVED <br />by the Council of the City of Portsmouth, <br />Virginia, that the proposed 2026 Annual Action Plan having been reviewed and <br />considered, said Plan be and hereby is approved as final in all respects, and the City <br />Manager is hereby authorized to file any additional information as may be required with <br />the Department of Housing and Urban Development in order to obtain funding for the <br />programs addressed in the Plans. <br /> <br />BE IT FURTHER RESOLVED <br /> that the City Manager is designated as the certifying <br />officer and authorized representative of the City of Portsmouth and shall provide <br />assurances as required of the locality by the Acts for the approval of the Program.” <br /> <br />Ayes: Bryant, Dodson, Hugel, Moody, Thomas, Tillage, Glover <br />Nays: None <br /> <br />25-126 (F): <br /> <br />Motion by Mr. Hugel, and seconded by Mr. Tillage, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />ORDINANCE ADOPTING THE FY 2026 CLASSIFICATION AND PAY PLAN FOR <br />“ <br />EMPLOYEES OF THE CITY OF PORTSMOUTH, VIRGINIA.” <br /> <br />Ayes: Bryant, Dodson, Hugel, Moody, Thomas, Tillage, Glover <br />Nays: None <br /> <br />25-126 (G): <br /> <br /> <br />Motion by Mr. Hugel, and seconded by Mr. Tillage, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE APPROVING THE FY 2026-2030 CAPITAL IMPROVEMENT <br />PROGRAM AND APPROPRIATING $143,387,980 IN THE FY 2026 CAPITAL <br />IMPROVEMENT FUND, SUBJECT TO RECEIPT OF THE MEANS OF FINANCING <br />DESIGNATED HEREIN.” <br /> <br />Ayes: Bryant, Dodson, Hugel, Moody, Thomas, Tillage, Glover <br />Nays: None <br /> <br />25-126 (H): <br /> <br />Motion by Mr. Hugel, and seconded by Ms. Bryant, to withdraw Item 25-126H, and <br />was adopted by the following vote: <br /> <br />Ayes: Bryant, Dodson, Hugel, Moody, Thomas, Tillage, Glover <br />Nays: None <br /> <br />25-126 (I): <br /> <br />Motion by Mr. Hugel, and seconded by Mr. Moody, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />1. Sergio Neal, 1420 Elm Avenue, suggested that City Council be more proactive in <br /> finding out the needs of the schools during the budget process. <br /> <br />“ORDINANCE APPROVING THE FISCAL YEAR 2026 OPERATING BUDGET FOR THE <br />PORTSMOUTH PUBLIC SCHOOL SYSTEM IN THE AMOUNT OF $293,421,549 AND <br />APPROPRIATING THE NECESSARY FUNDS TO IMPLEMENT SAID BUDGET FOR <br />THE FISCAL YEAR 2026.” <br /> <br /> <br /> <br /> <br /> <br />
