April 08, 2025 <br /> <br />- City Manager’s Report - <br /> <br />25 - 103 - Adoption of an ordinance accepting PHAC Continuum of Care Planning <br />Grant funding in the amount of $95,199 from the U.S. Department of Housing and <br />Urban Development and appropriating said amount in the FY 2025 Social Services <br />Fund for use by the Department of Social Services for planning activities to address <br />homelessness. <br /> <br />Background: <br /> <br /> A Continuum of Care (CoC) is a regional or local planning body that coordinates <br />housing and services funding for homeless families and individuals. <br /> <br /> The Continuum of Care (CoC) Program is designed to promote communitywide <br />commitment to the goal of ending homelessness; provide funding for efforts by nonprofit <br />providers and state and local governments to quickly rehouse homeless individuals and <br />families while minimizing the trauma and dislocation caused to homeless individuals, <br />families, and communities by homelessness; promote access to and effect utilization of <br />mainstream programs by homeless individuals and families; and optimize self-sufficiency <br />among individuals and families experiencing homelessness. <br /> <br />Discussion: <br /> <br /> Portsmouth DSS is the lead agency for the CoC and has received a Planning <br />Project Grant in the amount of $95,199 for eligible planning activities. <br /> <br /> The grant has match contributions that can be cash, in-kind, or a combination of <br />both. For the match to be counted as cash or in-kind, amounts must be used for CoC <br />Planning eligible activities. For CoC Planning projects the match must be equal to, or <br />greater than, 25 percent of the total grant request. <br /> <br />Financial Impact: <br /> <br /> The funding requires a local match of 25%, which match has previously been <br /> <br />appropriated to the FY 2025 Social Services Fund budget. <br /> <br />Recommended Action: <br /> <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> Finance will make the appropriate budget adjustments. <br /> <br />Motion by Mr. Moody, and seconded by Mr. Hugel, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING PHAC CONTINUUM OF CARE PLANNING GRANT <br />FUNDING IN THE AMOUNT OF $95,199 FROM THE U.S. DEPARTMENT OF <br />HOUSING AND URBAN DEVELOPMENT AND APPROPRIATING SAID AMOUNT IN <br />THE FY 2025 SOCIAL SERVICES FUND FOR USE BY THE DEPARTMENT OF <br />SOCIAL SERVICES FOR PLANNING ACTIVITIES TO ADDRESS HOMELESSNESS. <br />” <br /> <br />Ayes: Bryant, Dodson, Hugel, Moody, Thomas, Tillage, Glover <br />Nays: None <br /> <br />- New Business - <br /> <br />25 - 104 - Boards and Commissions <br /> <br />Vice Mayor Moody offered the following nominations: <br /> <br />Community Criminal Justice Board <br />Sharon Anderson to be appointed to a term ending June 30, 2027, replacing Shakara <br />Thomas. <br />Michelle Bradstock to be appointed to a term ending June 30, 2028, replacing Jonquin <br />Stringer. <br /> <br /> <br /> <br /> <br /> <br />
