<br />At a Regular Meeting of the City Council on Tuesday, April 08, 2025, there were
<br />present:
<br />
<br />Mayor Shannon E. Glover, Vice Mayor Wiliam E. Moody, Jr., Mark A. Hugel, Vernon L.
<br />Tillage, Jr., Kathryn W. Bryant, Dr. William S. Dodson, Jr., Yolanda E. Thomas, City
<br />Manager Steven Carter, Deputy City Attorney Derek G. Challenger.
<br />
<br />Pastor Peter Person, No Matter What Trust God Ministries, provided invocation,
<br />which was followed by the Pledge of Allegiance to the Flag.
<br />
<br /> Mayor Glover called the meeting to order and welcomed all in attendance.
<br />
<br /> Motion by Mr. Moody, and seconded by Mr. Hugel, to adopt the minutes of a Called
<br />Meeting of March 24, 2025, of a Called Meeting of March 25, 2025, and of a Regular
<br />Meeting of March 25, 2025, and was adopted by the following vote:
<br />
<br />Ayes: Bryant, Dodson, Hugel, Moody, Thomas, Tillage, Glover
<br />Nays: None

<br />- Public Hearing -
<br />
<br />25 - 101Public hearing to solicit citizen comments on the Community Development
<br />
<br /> Block Grant (CDBG) Annual Action Plan.
<br />
<br />1. Nicole Davis, 6300 E. Virginia Beach Blvd, Norfolk, thanked City Council for their
<br /> continued support of the Endependence Center and highlighted achievements of
<br /> their clients.
<br />
<br />25 - 102(a) Public hearing to consider the Annual Operating Budget for
<br />
<br /> FY2026.
<br />
<br />1. JoAnn Clarke, 4717 Thornwood Street, asked that City Council consider the fact that
<br /> the City is getting close to its debt limit.
<br />
<br />2. Sergio Neal, 1420 Elm Avenue, spoke in support of funding for education and
<br /> recreation.
<br />
<br />3. Mary Smith, 4376 Point West Drive, spoke on the importance of funding recreation.
<br />
<br />4. Joseph Kelly, 27 Hobson Street, spoke in opposition to cutting funding to recreation.
<br />
<br />5. Garland Alexander, 2913 Tanbark Lane, asked for a 5% living wage increase for fire
<br /> and police retirees.
<br />
<br />6. Jack Lilienthal, 159 Mariners Wasy, Moyock, NC, asked for a 5% living wage increase
<br /> for fire and police retirees.
<br />
<br /> (b) Public hearing on the recommended 2026-2030 Capital
<br /> Improvement Program.
<br />
<br />1. JoAnn Clarke, 4717 Thornwood Street, voiced her concern with the consistent transfer
<br /> from the stormwater fund.
<br />
<br /> (c) Public hearing on proposed changes to Rates and Levies for the
<br /> Fiscal Year ending June 30, 2026.
<br />
<br />1. JoAnn Clarke, 4717 Thornwood Street, offered a suggestion on how to fund the
<br /> Summer Rayz program.
<br />
<br />2. Mary Smith, 4376 Point West Drive, suggested that the City hire three employees for
<br /> the Lake Kilby Water Treatment Plant rather than two to cut back on cost of overtime.
