March 25, 2025 <br /> <br />Financial impact: <br /> <br /> <br /> To be determined on an annual basis. <br /> <br />Recommended Action: <br /> <br /> <br /> Adoption of the Resolution. <br /> <br /> <br />Next Steps Following Council Action: <br /> <br /> The City will advise the Virginia Workers’ Compensation Commission that the <br /> <br />Resolution has been adopted. <br /> <br />1. Tiffany Stuart, 500 Broad Street, voiced concern with the delay in passing resolution. <br /> <br />Motion by Mr. Moody, and seconded by Ms. Thomas, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />“RESOLUTION DECLARING THAT THE CITY OF PORTSMOUTH WILL PROVIDE <br />THE WORKERS’ COMPENSATION PRESUMPTIONS UNDER VIRGINIA CODE <br />SECTION 65.2-402(B) TO SALARIED EMERGENCY MEDICAL SERVICES <br />PERSONNEL. <br /> <br />WHEREAS, <br /> in 2021 the Virginia General Assembly amended § 65.2-402(B) of the <br />Code of Virginia to allow localities, by adoption of a resolution, to extend the workers’ <br />compensation presumptions as to death or disability from hypertension or heart disease <br />to salaried emergency medical services personnel who have completed five years of <br />service; and <br /> <br />WHEREAS, <br /> emergency medical services personnel employed by the City of <br />Portsmouth perform a valuable service to the community, frequently risking their health <br />and safety for the citizens of the City; and <br /> <br />WHEREAS, <br /> the City of Portsmouth values the services and sacrifices made by the <br />emergency medical services personnel of the City; and <br /> <br />WHEREAS, <br /> the City of Portsmouth desires to have its salaried emergency medical <br />services personnel covered by the presumptions included in Va. Code § 65.2-402(B) for <br />heart disease and hypertension to the maximum extent permitted by law; <br /> <br />NOW, THEREFORE, BE IT RESOLVED <br /> by the Council of the City of Portsmouth, <br />Virginia, that its salaried emergency medical services personnel, as that term is defined <br />in Virginia Code § 32.1-111.1, who have completed five years of service in their position, <br />shall be covered by the workers’ compensation presumption as to both hypertension and <br />heart disease in Va. Code § 65.2-402(B) to the maximum extent possible.” <br /> <br />Ayes: Bryant, Dodson, Hugel, Moody, Thomas, Tillage, Glover <br />Nays: None <br /> <br />- New Business - <br /> <br />25 - 91 - Boards and Commissions <br /> <br />There were no appointments. <br /> <br />25 - 92 - Items Submitted by Council Members <br /> <br />Adoption of a resolution adopting the Vision and Mission Statements of <br />City Council. <br /> <br />Motion by Mr. Hugel, and seconded by Mr. Tillage, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />“RESOLUTION ADOPTING THE VISION AND MISSION STATEMENTS OF CITY <br />COUNCIL. <br /> <br /> <br /> <br /> <br />
