187 <br /> <br />November 12, 1985 <br /> <br /> 85-34~ Letter from the City Manager recommending adcption of a resolution authorizing <br />the City Manager to enter into a lease agreement with the Department of the Army for use of <br />selected watershed sites for weekend reserve training. <br /> <br /> "The Department of the Army has requested use of certain areas of <br />shed preperty in Suffolk for weekend Army Reserve training. Attached is <br />the property wich the Department of the Army has requested to use. <br /> <br />the Portsmouth Water- <br />a map which identifies <br /> <br /> According to the City's Director of Public Utilities, Mr. Jim Spacek, use would be <br />limited to compass r:e'~di~g, patrol exercise, etc. and would not include the discharge of <br />weapons of any kind. In addition, no fires would be started on any part of the training <br />areas. Since the property in question is located within the corporate boundaries of the <br />City of Suffolk, the comments of Suffolk City Manager John Rowe were aolicited and he <br />indicated that his community has no objections. <br /> <br /> ~he City Attorney's Office has prepared the attached resolution which would authorize <br />the execution of an agreement with the Department of the Army. This request meets with my <br />approval; therefore, I recommend CoUncil's favorable consideration." <br /> <br /> On motion of Mr. Beamer and seconded by Mrs. Webb, the following resolution was adopted <br />and by the following vote: <br /> <br />"A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO A LEASE AGREEMENT WITH <br />THE DEPARTMENT OF THE ARMY FOR USE OF SELECTED WATERSHED SITES FOR WEEKEND <br />RESERVE TRAINING. <br /> <br /> WHEREAS, the Department of the Army has <br />of the Sit)- of Portsmouth watershed property <br />training; and <br /> <br />requested permission to use certain portions <br />in Suffolk for the purpose of Army reserve <br /> <br /> WHEREAS, it has been determined that such use would not adversely affect the watershed <br />property or the City water supply system. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, <br />that the City Manager be, and he hereby is, authorized to enter into a lease agreement with <br />Department of the Army for use of selected watershed sites as shown on the attached map for <br />weekend reserve training." <br /> <br />the <br /> <br />Ayes: Beamer, Corprew, Gray, Lucas, Whitlow, Holley <br />Nays: None <br /> <br /> 85-348 Letter from the City Manager recommending adoption of a resolution authorizing <br />the issuance of Industrial Development Revenue Bonds by the Industri~Develbpment Authority <br />for Crawford Office Associates in an amount not to exceed $1,900,000 for the acquisition, <br />construction and equipping of an office building located on the southwest corner of High and <br />Crawford Streets and requesting an allocation from the State Reserve for the benefit of <br />Crawford Office Associates. <br /> <br /> 'On November 8, 1985, the Industrial Development Authority of the City of Portsmouth <br />held a publi.c hearing on an Industrial Revenue Bond in the amount of $1,900,000 for the benefit <br />of Crawford Office Associates. <br /> <br /> This project was previously approved by the City Council on August 13, 1985, and received <br />an allocation of $1,900,000 from the State Industrial Revenue Bond Reserve Fund on September <br />3, 1985. However, the bond counsel for Crawford Office Associates has advised that a new <br />public hearing and City Council approval are required to correct a technical deficiency <br />before these bonds can be closed. <br /> <br /> These bonds will be used to construct a new, 40,000 square <br />southwest corner of High and Crawford Streets.
