February 25, 2025 1. A dedicated committee of community leaders has been established, under the leadership of the Partnership Development Foundation, a 501(c)(3), to lead requirements of the MMS program, with the expectation to achieve a local Main Street Program; 2. This committee has agreed to active participation in all MMS monthly virtual meetings and bi-annual in-person trainings, in addition to completing any assignments required for the duration of the two-year MMS program; 3. The Partnership Development Foundation will document program progress each year by submitting an annual report to VMS; and 4. The City intends to join and maintain Main Street America Community Membership at the Affiliate level; and BE IT RECOGNIZED that downtown revitalization requires an on-going commitment, continuous attention, and a full public-private partnership, and that the Main Street Program is considered one of many economic and community development tools used by a locality; and BE IT FURTHER RESOLVED that the Council of the City of Portsmouth, Virginia authorizes the Mayor to sign and submit an application for the City to become a Mobilizing Main Street community.” Ayes: Bryant, Hugel, Moody, Thomas, Glover Nays: None - New Business - 25 - 69 - Boards and Commissions There were no appointments. 25 - 70 - Items Submitted by Council Members Adoption of a resolution confirming a Declaration of Local Emergency due to the threat of a major snowstorm impacting Portsmouth, Virginia. Motion by Mr. Moody, and seconded by Mr. Hugel, to adopt the following resolution, and was adopted by the following vote: “RESOLUTION CONFIRMING A DECLARATION OF LOCAL EMERGENCY DUE TO THE THREAT OF A MAJOR SNOWSTORM IMPACTING PORTSMOUTH, VIRGINIA. WHEREAS, the City Manager of the City of Portsmouth, acting in his official capacity as Director of Emergency Management, did on February 19, 2025 declare a Local Emergency due to the threat of a major snowstorm impacting Portsmouth, Virginia; and WHEREAS, pursuant to Article XIII of Chapter 2 of the Code of the City of Portsmouth, it is now incumbent on City Council to take official action ratifying said declaration of emergency; NOW THEREFORE BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that said Declaration of Local Emergency, a copy of which is attached hereto, is hereby ratified and approved, and that the City Manager is further authorized to take all actions reasonable and necessary to complete implementation of all measures taken to respond to said emergency.” Ayes: Bryant, Hugel, Moody, Thomas, Glover Nays: None
