<br />February 25, 2025 <br /> <br /> Ms. Thomas provided an update on the progress of Dominion Energy repairing lights <br /> <br />within the City. <br /> <br /> <br /> Mr. Moody spoke on the following: <br /> <br /> Update on the stop light at Victory Boulevard and Elm Avenue. <br />˗ <br /> <br /> City Manager Carter will provide an update. <br /> Completion of manhole covers on Cedar Lane. <br />˗ <br /> <br /> City Manager Carter provided a timeline for completion. <br /> <br /> Mayor Glover spoke on the following: <br /> <br /> Coldest Night of the Year Walk, Saturday, March 1, 2025. <br />˗ <br /> City Council Retreat, Friday, March 7, 2025, and Saturday, March 8, 2025, in <br />˗ <br />Newport News. <br /> Reminder that there will not be a City Council meeting on March 10, 2025, and <br />˗ <br />March 11, 2025. <br /> Mayor Glover, as part of Black History Month, spoke on the accomplishments of <br />˗ <br />former schoolboard member Dr. Elizabeth Daniels. <br /> <br />25 - 71 - Report on Pending Items <br /> <br />There were no pending items. <br /> <br /> <br /> City Manager Carter informed citizens of the upcoming Government 101 Program. <br />Registration for this program starts Monday, March 3, 2025, and the program take <br />place on March 31, 2025. <br /> <br /> <br /> Lavonda Graham-Williams, City Attorney, informed citizens and City Council of the <br />dedication of a portion of the Law Library in honor of Robert Merhige, 3 p.m., February <br />26, 2025, at the Portsmouth Public Library. <br /> <br />25 - 72 - Non-Agenda Speakers <br /> <br />1. G. W. Thompson, 4065 Wyndybrow Drive, asked that the City use multiple ways to <br /> communicate available resources to the homeless population. <br /> <br />2. Erin Coady, 2908 Tanbark Lane, spoke on rank choice voting. <br /> <br />3. Yvonne Dodson, 801 Mimosa Road, spoke on a recent shooting in the City and <br />asked that everyone find a way to help curb the violence . <br /> <br />4. Darlene Sparks-Washington, 606 Court Street, spoke on the importance of nonprofit <br />and municipal collaboration. She also informed citizens of the rescheduling of the <br />Coldest Night of the Year Walk. <br /> <br />5. Coleman Young, 603 Dinwiddie Street, voiced his concern with the lack of events at <br />the pavilion. <br /> <br />6. Sergio Neal, 1420 Elm Avenue, spoke on the importance of citizens being involved <br />in their communities. <br /> <br />7. Vic Nichols, 1124 Mill Lake Quarter, Chesapeake, voiced her concern with various <br />issues in the City. <br /> <br />8. Merle Rutledge, 1415 Jackson Avenue, Chesapeake, suggested a dinner program <br />for students.
