January 28, 2025 <br /> <br />Discussion: <br /> <br /> The Ordinance proposed for City Council adoption is modeled on the DEQ Model <br />Ordinance and complies with the State Water Control Board regulations. <br /> <br /> The proposed Ordinance replaces the existing Chapters 11 and 31.2 with a new <br /> <br />Chapter 11.1 titled “Erosion and Stormwater Management”. <br /> <br /> While the new Chapter 11.1 will promote efficiency through the location of <br />Stormwater and E&S requirements in a single Chapter, there are no technical changes <br />to the stormwater and erosion and settlement control requirements set forth in the prior <br />provisions of the City Code, and the fundamental program regulations have not materially <br /> <br />changed. <br /> <br /> Special provisions of the Chapters deleted from the existing Code (such as the <br />requirements for excavation of the Abex Superfund Site) have been relocated to Chapter <br /> <br />11.1. <br /> <br /> <br /> The Code Amendment does not include any fee increases. <br /> <br />Financial Impact: <br /> <br /> N/A <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> Staff will implement the Erosion and Stormwater Management provisions of the <br />City Code. <br /> <br />Motion by Mr. Hugel, and seconded by Mr. Tillage, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE AMENDING AND REORDAINING THE CODE OF THE CITY OF <br />PORTSMOUTH, VIRGINIA BY DELETING CHAPTER 11 (EROSION AND SEDIMENT <br />CONTROL, EXCAVATION) AND CHAPTER 31.2 (STORMWATER MANAGEMENT), <br />ADDING A NEW CHAPTER 11.1 TITLED “EROSION AND STORMWATER <br />MANAGEMENT”, AND MAKING CORRESPONDING AMENDMENTS TO APPENDIX <br />A (FEE SCHEDULE) FOR THE PURPOSE OF COMPLYING WITH THE <br />CONSOLIDATION OF EROSION AND SEDIMENT CONTROL AND STORMWATER <br />REGULATIONS BY THE STATE WATER CONTROL BOARD. <br />” <br /> <br />Ayes: Bryant, Dodson, Hugel, Moody, Thomas, Tillage, Glover <br />Nays: None <br /> <br />25-33 Adoption of a resolution supporting a Vision Zero Policy for the City of <br />Portsmouth, Virginia. <br /> <br />Background: <br /> <br /> The City was awarded a federal Safe Streets for All (SS4A) grant in September <br />2023. <br /> <br /> The Safe Streets for All grant is a federal funding initiative under the Bipartisan <br />Infrastructure Law that provides local governments with resources to develop and <br />implement comprehensive safety action plans. These plans prioritize roadway <br />improvements, traffic calming measures, pedestrian and bicycle infrastructure <br />enhancements, and strategies to achieve Vision Zero goals of eliminating traffic-related <br />fatalities and severe injuries. <br /> <br />Discussion: <br /> <br /> The SS4A grant permitted Portsmouth to retain consultant support to: <br />Comprehensive Safety Action Plan <br /> Develop a that identifies high-risk corridors <br />o <br />and intersections, prioritizing equitable safety improvements citywide. <br /> Identify proven safety strategies such as improved lighting, crosswalk upgrades, <br />o <br />speed management measures, and bicycle/pedestrian infrastructure enhancements for <br />future implementation. <br /> <br /> <br /> <br /> <br /> <br /> <br />
