January 28, 2025 <br /> <br />“ORDINANCE ACCEPTING FUNDING IN THE AMOUNT OF $1,500 FROM THE <br />DEPARTMENT OF SOCIAL SERVICES AND APPROPRIATING SAID AMOUNT IN <br />THE FY 2025 SOCIAL SERVICES FUND BUDGET FOR THE FAMILY PARTNERSHIP <br />MEETING INCENTIVE PROGRAM. <br />” <br /> <br />Ayes: Bryant, Dodson, Hugel, Moody, Thomas, Tillage, Glover <br />Nays: None <br /> <br />25 - 31 - Adoption of an ordinance accepting HOME Investment Partnerships <br />program income in the amount of $11,600 and appropriating said amount in the FY <br />2025 Community Planning and Development Program Fund. <br /> <br />Background: <br /> <br /> There is the need to add the following to the appropriation for the Community <br />Planning and Development Program for FY 2025: $11,600 of program income generated <br />by the repayment of a down payment and closing cost program loan. <br /> <br />Discussion: <br /> <br /> The program income funds will be included in the Annual Action Plan. <br /> <br /> The additional program income needs to be appropriated by City Council. <br /> <br />Financial impact: <br /> <br /> The funds will support activities in the existing Annual Action Plan and there will <br />be no impact to service delivery. HOME funds require a match of not less than 25% of <br />HOME funds drawn. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> The funds are approved and available upon authorization of the appropriation. <br /> <br />Motion by Mr. Hugel, and seconded by Mr. Tillage, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING HOME INVESTMENT PARTNERSHIPS PROGRAM <br />INCOME IN THE AMOUNT OF $11,600 AND APPROPRIATING SAID AMOUNT IN THE <br />FY 2025 COMMUNITY PLANNING AND DEVELOPMENT PROGRAM FUND. <br />” <br /> <br />Ayes: Bryant, Dodson, Hugel, Moody, Thomas, Tillage, Glover <br />Nays: None <br /> <br />25 - 32 - Adoption of an ordinance amending and reordaining the Code of the City <br />of Portsmouth, Virginia by deleting Chapter 11 (Erosion and Sediment Control, <br />Excavation) and Chapter 31.2 (Stormwater Management), adding a new Chapter <br />11.1 titled “Erosion and Stormwater Management Program”, and making <br />corresponding amendments to Appendix A (Fee Schedule) for the purpose of <br />complying with the consolidation of erosion and sediment control and stormwater <br />regulations by the State Water Control Board. <br /> <br />Background: <br /> <br /> In 2016, the Virginia General Assembly adopted the “Consolidation Bill” to merge <br />stormwater and erosion and sediment control regulations. The State Water Control Board <br />was tasked with adopting regulations to implement the merger. The new regulations and <br />the General Assembly’s Consolidation Bill took effect on July 1, 2024. <br /> <br /> Localities have been directed by the Virginia Department of Environmental Quality <br />to effectuate the merger through their own local codes. DEQ also provided a Model <br />Ordinance complying with the new regulations for localities to use for their own Code <br />Amendments. <br /> <br /> The existing City Code addresses Erosion & Sediment Control Regulations in <br />Chapter 11 and Stormwater Regulations in Chapter 31.2. <br /> <br /> <br /> <br /> <br />
