January 14, 2025 <br /> <br />Recommended Action: <br /> <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> Finance will establish a budget line and make the appropriate budget adjustments. <br /> <br />Motion by Ms. Bryant, and seconded by Ms. Thomas, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING ADDITIONAL IV-E FOSTER CARE FUNDING IN THE <br />AMOUNT OF $30,041 FROM THE VIRGINIA DEPARTMENT OF SOCIAL SERVICES <br />AND APPROPRIATING SAID AMOUNT IN THE FY 2025 SOCIAL SERVICES FUND <br />FOR USE BY DSS FOR FOSTER CARE. <br />” <br /> <br />Ayes: Bryant, Hugel, Moody, Thomas, Tillage, Glover <br />Nays: None <br /> <br />25 - 18 - Adoption of an ordinance accepting additional Family Preservation and <br />Support Program funding in the amount of $4,401 from the Virginia Department of <br />Social Services and appropriating said amount in the FY 2025 Social Services Fund <br />for DSS to provide counseling, protective, residential, and transportation services. <br /> <br />Background: <br /> <br /> Funding for Family Preservation and Support Programs helps to strengthen the <br />family unit or to prevent or remedy neglect or abuse of children who may be at-risk of <br />entering foster care. <br /> <br /> The primary purpose of the Family Preservation and Support Program is to help <br />children and families that are in crisis who need short-term support to become self- <br />sustaining. <br /> <br />Discussion: <br /> <br /> Portsmouth Social Services has requested additional funding from the <br />Commonwealth in the amount of $4,401 to provide additional services to children and <br /> <br />families that meet eligibility requirements for the program. <br /> <br /> The additional funds will be used for counseling services, protective services, <br />residential services, and transportation services. <br /> <br /> The additional funds were requested as initial funding was projected to be <br />exhausted prior to the end of the fiscal year. <br /> <br /> The funding has a local match of 15.5%. <br /> <br />Financial Impact: <br /> <br /> The funding requires a local match of 15.5%, which match has previously been <br />appropriated to the FY 2025 Social Services Fund Budget. <br /> <br />Recommended Action: <br /> <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> Finance will establish a budget line and make the appropriate budget adjustments. <br /> <br />Motion by Mr. Hugel, and seconded by Ms. Bryant, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING ADDITIONAL FAMILY PRESERVATION AND SUPPORT <br />PROGRAM FUNDING IN THE AMOUNT OF $4,401 FROM THE VIRGINIA <br />DEPARTMENT OF SOCIAL SERVICES AND APPROPRIATING SAID AMOUNT IN <br />THE FY 2025 SOCIAL SERVICES FUND FOR DSS TO PROVIDE COUNSELING, <br />PROTECTIVE, RESIDENTIAL, AND TRANSPORTATION SERVICES. <br />” <br /> <br />Ayes: Bryant, Hugel, Moody, Thomas, Tillage, Glover <br />Nays: None <br /> <br /> <br /> <br /> <br />
