January 14, 2025 <br /> <br />Background: <br /> <br /> The Auxiliary Grant Program provides income supplements to recipients of SSI <br />and certain other aged, blind, or disabled individuals residing in a licensed assisted living <br />facility or in an approved adult foster home. <br /> <br /> This assistance is made available through local departments of social services to <br />ensure that adults are able to maintain a standard of living that meets a basic level of <br />need. <br /> <br />Discussion: <br /> <br /> The Portsmouth Department of Social Services (DSS) has requested additional <br />funding in the amount of $257,297 from the Commonwealth to continue services to <br /> <br />specific eligible adults. <br /> <br /> Before being admitted to an assisted living facility or an adult foster home, adults <br /> <br />are assessed by the local DSS to determine eligibility and level of care. <br /> <br /> The funds will be used for room and board, maintenance and care, and a personal <br />needs allowance. <br /> <br /> Grant rates are determined by the Virginia General Assembly and are adjusted <br />periodically. <br /> <br />Financial Impact: <br /> <br /> A local match in the amount of 20% is required as a condition of the funding, which <br />match has been previously appropriated to the FY 2025 Social Services Fund Budget. <br /> <br />Recommended Action: <br /> <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> Finance will establish a budget line and make the appropriate budget adjustments. <br /> <br />Motion by Mr. Hugel, and seconded by Mr. Moody, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING ADDITIONAL AUXILIARY GRANT PROGRAM FUNDING <br />IN THE AMOUNT OF $257,297 FROM THE VIRGINIA DEPARTMENT OF SOCIAL <br />SERVICES AND APPROPRIATING SAID AMOUNT IN THE FY 2025 SOCIAL <br />SERVICES FUND FOR USE BY DSS.” <br /> <br />Ayes: Bryant, Hugel, Moody, Thomas, Tillage, Glover <br />Nays: None <br /> <br />25 - 17 - Adoption of an ordinance accepting additional IV-E Foster Care funding in <br />the amount of $30,041 from the Virginia Department of Social Services and <br />appropriating said amount in the FY 2025 Social Services Fund for use by DSS for <br />foster care. <br /> <br />Background: <br /> <br /> Foster care is a temporary response to difficulties in the family situation, not a long- <br />term solution to family difficulties. <br /> <br /> Title IV-E pays for the cost of food, clothing, shelter, daily supervision, school <br />supplies, and a child’s personal incidentals. In addition, it can also pay for travel costs <br />and childcare. <br /> <br /> <br />Discussion: <br /> <br /> Portsmouth Social Services is requesting additional funding in the amount of <br /> <br />$30,041. <br /> <br /> Title IV-E case records must document initial and current eligibility as specified in <br /> <br />the Title IV-E Eligibility Manual. <br /> <br />Financial Impact: <br /> <br /> No local match is required as a condition of the funding. <br /> <br /> <br /> <br /> <br /> <br />
