The property is zoned General Mixed-Use (GMU). The <br />Future Land Use Map of the Build One Portsmouth Comprehensive <br />Plan designates this property for commercial use. Planning <br />Commission recommends denial. <br /> <br /> <br /> Applicant was not available to present the application. <br /> <br />Motion by Mr. Hugel, and seconded by Mr. Moody, to deny UP-24-12, and was <br />adopted by the following vote: <br /> <br />Ayes: Bryant, Hugel, Moody, Thomas, Tillage, Glover <br />Nays: None <br /> <br />- City Manager’s Report - <br /> <br />25 - 14 - Adoption of an ordinance accepting an Edward Byrne Memorial Justice <br />Assistance Grant in the amount of $92,582 from the U.S. Department of Justice and <br />appropriating said funds in the FY 2025 Grants Fund for use by the Portsmouth <br />Police Department for officer safety, specialized equipment, technology <br />improvements, and the Adult Drug Treatment Court Program. <br /> <br />Background: <br /> <br /> <br /> The Department of Justice (DOJ) – Office of Justice Programs (OJP) has <br />awarded Portsmouth $92,582 under the 2024 BJA FY 24 Edward Byrne Memorial <br />Justice Assistance Grant (JAG) Program - Local Solicitation. The grant funding is to <br />provide funds for officer safety, specialized equipment, technology, and continued funding <br />to support the Adult Drug Treatment Court Program. <br /> <br />Discussion: <br /> <br /> PPD will use JAG funds for equipment, supplies and technology to improve the <br />Department’s ability to interact with the citizens and respond to public safety incidents. <br />The funds will provide equipment as we revitalize the Marine Unit, provide security <br />cameras and equipment for the Mounted Patrol Unit, and purchase additional camera <br />trailers, red dot sights, and storage containers. <br /> <br /> Furthermore, the funds will be used to support the various Drug Court Treatment <br />programs such as drug testing, education, office supplies, drug treatment and program <br />support within the Circuit Court. <br /> <br />Financial Impact: <br /> <br /> <br /> The grant award amount of $92,582 by the Department of Justice (DOJ) / Bureau <br />of Justice Assistance (BJA) provides funding for the Portsmouth Police Department. <br /> <br /> No local match is required as a condition of the funding. <br /> <br /> <br /> <br /> <br /> <br /> <br />
