Beamer, Sr., E. G. Corprew, Jr., J. Robert Gray, <br /> L. Louise Lucas, Gloria O. Webb, Morton v. Whitlow. George L. Hanbury, City Manager <br /> Steven Lieberman, City Attorney. <br /> <br /> Rev. T. M. Frye, Pastor of Biltmore Baptist Church, opened the meeting with prayer, <br />followed by the Pledge of Allegiance to the Flag. <br /> <br /> Motion of Mr. Gray and seconded by Mr. <br />12, 1985; minutes of the regular meeting of <br />and was adopted by unanimous vote. <br /> <br />Beamer, minutes of <br />November 12, 1985, <br /> <br />the called meeting of November <br />were approved as received, <br /> <br /> Mayor Holley welcomed all visitors in attendance, and recognized students of the Govern- <br />ment Class of Mrs. Rosa Wells from [. C. Norcom High School. <br /> <br /> 85:364 William ~anner and Bernard Bigg, representing the Tidewater Regional Minority <br /> Purchasing Council, Inc., presented a Certificate o£ Citation and Distinguished Service Award. <br /> to the City of Portsmouth Purchasing Department. Mayor Holley responded on behalf of the <br /> City. - UNFINISHED BUSINESS <br /> Consent Agenda <br /> On motion of Mr. Gray and seconded by Mrs. Webb, the following items approved on <br />first ~r~ad%ng at t~e. Public Hearing and regular meeting of November 12, 1985 were adopted on <br />final ~a~d~[~-~%y the following vote: <br /> 85-340 Rezoning, use permit and group housing applications: <br /> <br />(b) "ZONING AMENDMENT CRDINANCE Z 83-40- <br /> <br />(c) "A RESOLUTION GRANTING A USE PERMIT TO THE FORTSMOUTH COMMUNITY SERVICES <br /> BOARD TO OPERATE GROUP RESIDENCE FOR ALCOHOL REHABILITATION AND TREATMENT <br /> AT 1000 GREEN STREET. <br /> <br /> WHEREAS, David M. Norman, Executive Director, Portsmouth Community Services Board, has <br />made application pursuant to Section 40-121 (al (il of the Code of the City of Portsmouth, <br />Virginia, as amended, for the granting of a use permit as hereinafter-described; and <br /> <br /> WHEREAS, the applicant and the Planning Director have done all things required to be don <br />in connection with said application; and <br /> <br />WHEREAS, the Planning Commission has recommended the granting of said use permit. <br /> <br />NOW, THEREFORE, BE I7 RESOLVED by the Council of the City of Portsmouth, Virginia: <br /> <br />1. That the use for which the use permit is sought: <br /> <br /> (a) Will <br />in the neighborhood <br /> <br />not adversely affect the health and safety of persons residing or working <br />of the Fropcsed use; <br /> <br /> (b) Will not be detrimental to the public use or injurzous to the property or <br />improvements in the neighborhood; and <br /> <br />(c) Will be in accord with the purposes of the Zoning Chapter of the City Code. <br /> <br /> 2. The Portsmouth Community Services Board is hereby granted a use permit pursuant to <br />Section 4(-121 (a) ~i) of the Code of the City of Portsmouth, Virginia to operate a group <br />home for adults for thirty-two ~32) residents for alcohol rehabilitation and treatment at <br />1000 Green Street (UP-85-27). <br /> <br /> 3. This use permit is approved subject to the following conditions: <br /> <br /> (a) OccuFancy is limited to thirty-two (32) residents unless Building and <br />Officials of the City of Portsmouth determine a smaller number is required. <br /> <br />Fire <br /> <br />(b) All fire, building and health codes must be met prior to occupancy. <br /> <br />lc) Off-street parking must be provided to accommodate the staff of the facility. <br /> <br /> (d) The use permit is granted to the Portsmouth Communit) <br />their designee for an alcohol rehabilitation and treatment facility <br />to any other person, entity or location. <br /> <br />Services Board and~or <br />and is not transferable <br /> <br /> (e) This use permit is granted for a period of eighteen (18) months and <br />for an extension of time must be supported by findings such as would be required <br />permit was being requested for the first time." <br /> <br />any request <br />if the use <br /> <br />(d) "ZONING AMENDMENT CRDINANCE Z 85-41 <br /> <br /> <br />
