<br />December 10, 2024 <br /> <br />At a Regular Meeting of the City Council on Tuesday, December 10, 2024, there <br />were present: <br /> <br />Mayor Shannon E. Glover, Vice Mayor Lisa L. Lucas-Burke, Wiliam E. Moody, Jr., Dr. <br />Mark M. Whitaker, Mark A. Hugel, Vernon L. Tillage, Jr., City Manager Steven Carter, <br />City Attorney Lavonda Graham-Williams. <br /> <br />Mayor Glover asked for a moment of silence which was followed by the Pledge of <br />Allegiance to the Flag. <br /> <br /> Mayor Glover called the meeting to order and welcomed all in attendance. <br /> <br /> Motion by Mr. Tillage, and seconded by Ms. Lucas-Burke, to adopt the minutes of <br />a Called Meeting of November 26, 2024, and of a Regular Meeting of November 26, 2024, <br />and was adopted by the following vote: <br /> <br />Ayes: Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br /> Mayor Glover recognized the following in the audience: <br /> <br /> Senator L. Louise Lucas <br />˗ <br /> Members of the Portsmouth Alumni Chapter of Delta Sigma Theta Sorority Inc. <br />˗ <br /> Mrs. Glover <br />˗ <br /> Former Councilwoman Elizabeth Psimas <br />˗ <br /> Former Councilman Doug Smith <br />˗ <br /> <br />- Presentation - <br /> <br /> <br /> Presentation to Vice Mayor Lisa L. Lucas-Burke and Councilman Mark M. Whitaker <br />for faithful City Council Service. <br /> <br />- Public Hearing - <br /> <br />24 - 367 Public hearing on a proposal from Cox Communications Hampton <br />Roads, LLC to renew its Cable Franchise to construct, operate, and <br />maintain a cable system within and through the City. <br /> <br />1. Mark Geduldig-Yatrofsky, P. O. Box 50141, spoke in support of this item. <br /> <br />- City Manager’s Report - <br /> <br />24 - 368 - Adoption of an ordinance authorizing the City to join the Eastern Virginia <br />Regional Industrial Facility Authority pursuant to Section 15.2-6400 et seq. of the <br />Code of Virginia (the “Act”). <br /> <br />Background: <br /> <br /> The Eastern Virginia Regional Industrial Facility Authority is a mechanism created <br />by Virginia statute for localities in the Hampton Roads region to cooperate in the <br />development of facilities and then share in the revenue generated by such development. <br /> <br /> The EVRIFA was created on December 18, 2018 after adoption of ordinances by <br />Gloucester, Hampton, James City County, Newport News, Poquoson, Williamsburg, and <br />York. Chesapeake, Isle of Wight, and Virginia Beach joined the EVRIFA at later dates. <br /> <br /> The Hampton Roads Alliance serves as the managing entity, fiscal agent, and <br />support staff for the EVRIFA. <br /> <br /> <br />Discussion: <br /> <br /> The EVRIFA is a development took that can provide financial assistance to <br />individual member localities for the preparation and readiness of key development sites. <br />It also provides the opportunity for participation and revenue sharing in projects within <br />neighboring member localities. <br /> <br /> <br /> <br /> <br /> <br />
