December 10, 2024 At a Regular Meeting of the City Council on Tuesday, December 10, 2024, there were present: Mayor Shannon E. Glover, Vice Mayor Lisa L. Lucas-Burke, Wiliam E. Moody, Jr., Dr. Mark M. Whitaker, Mark A. Hugel, Vernon L. Tillage, Jr., City Manager Steven Carter, City Attorney Lavonda Graham-Williams. Mayor Glover asked for a moment of silence which was followed by the Pledge of Allegiance to the Flag. Mayor Glover called the meeting to order and welcomed all in attendance. Motion by Mr. Tillage, and seconded by Ms. Lucas-Burke, to adopt the minutes of a Called Meeting of November 26, 2024, and of a Regular Meeting of November 26, 2024, and was adopted by the following vote: Ayes: Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover Nays: None Mayor Glover recognized the following in the audience:  Senator L. Louise Lucas ˗ Members of the Portsmouth Alumni Chapter of Delta Sigma Theta Sorority Inc. ˗ Mrs. Glover ˗ Former Councilwoman Elizabeth Psimas ˗ Former Councilman Doug Smith ˗ - Presentation -  Presentation to Vice Mayor Lisa L. Lucas-Burke and Councilman Mark M. Whitaker for faithful City Council Service. - Public Hearing - 24 - 367 Public hearing on a proposal from Cox Communications Hampton Roads, LLC to renew its Cable Franchise to construct, operate, and maintain a cable system within and through the City. 1. Mark Geduldig-Yatrofsky, P. O. Box 50141, spoke in support of this item. - City Manager’s Report - 24 - 368 - Adoption of an ordinance authorizing the City to join the Eastern Virginia Regional Industrial Facility Authority pursuant to Section 15.2-6400 et seq. of the Code of Virginia (the “Act”). Background:  The Eastern Virginia Regional Industrial Facility Authority is a mechanism created by Virginia statute for localities in the Hampton Roads region to cooperate in the development of facilities and then share in the revenue generated by such development.  The EVRIFA was created on December 18, 2018 after adoption of ordinances by Gloucester, Hampton, James City County, Newport News, Poquoson, Williamsburg, and York. Chesapeake, Isle of Wight, and Virginia Beach joined the EVRIFA at later dates.  The Hampton Roads Alliance serves as the managing entity, fiscal agent, and support staff for the EVRIFA. Discussion:  The EVRIFA is a development took that can provide financial assistance to individual member localities for the preparation and readiness of key development sites. It also provides the opportunity for participation and revenue sharing in projects within neighboring member localities.
