November 26, 2024 <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> The City Manager will establish the final terms for the program. <br /> <br /> The Finance Department and Human Resource Management Department will <br />provide notice to employees and make the necessary payouts. <br /> <br />Motion by Mr. Moody, and seconded by Mr. Hugel, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE APPROPRIATING $750,000 FROM THE FUND BALANCE OF THE <br />GENERAL FUND TO THE FY 2025 GENERAL FUND BUDGET FOR THE PURPOSE <br />OF OFFERING AN ANNUAL LEAVE BUYBACK BENEFIT FOR ELIGIBLE CITY <br />EMPLYOEES. <br />” <br /> <br />Ayes: Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br />24 - 355 - Adoption of an ordinance accepting additional Supplemental Nutrition <br />Assistance Program Employment & Training funding in the amount of $18,076 from <br />the Virginia Department of Social Services and appropriating said amount in the <br />FY 2025 Social Services Fund Budget for eligible program uses. <br /> <br />Background: <br /> <br /> The Virginia SNAP E&T program offers the following components to clients: <br />supervised job search, community work experience, education/e-learning, vocational <br />training, basic employment skills training, and employment and training for ex-offenders. <br /> <br /> The SNAP E&T program can pay for housing assistance, transportation costs, <br />equipment, books, uniforms, tuition payments, and fees. <br /> <br />Discussion: <br /> <br /> Portsmouth Department of Social Services (PDSS) is requesting additional funding <br /> <br />in the amount of $18,076. <br /> <br />Financial Impact: <br /> <br /> The funding has a local match of 15.5%--which PDSS has within the existing <br />budget. <br /> <br />Recommended Action: <br /> <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> Finance will establish a budget line and make the appropriate budget adjustments. <br /> <br />Motion by Mr. Hugel, and seconded by Ms. Lucas-Burke, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING ADDITIONAL SUPPLEMENTAL NUTRITION <br />ASSISTANCE PROGRAM EMPLOYMENT & TRAINING FUNDING IN THE AMOUNT <br />OF $18,076 FROM THE VIRGINIA DEPARTMENT OF SOCIAL SERVICES AND <br />APPROPRIATING SAID AMOUNT IN THE FY 2025 SOCIAL SERVICES FUND <br />BUDGET FOR ELIGIBLE PROGRAM USES. <br />” <br /> <br />Ayes: Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br />24 - 356 - Adoption of resolutions approving the 2025 State Legislative Initiatives <br />Package and the 2025 Federal Legislative Initiatives Package. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
