November 26, 2024 <br /> <br />24 - 353 - Adoption of an ordinance accepting with appreciation the donation of a <br />surveillance trailer by The Elizabeth River Project to the Portsmouth Police <br />Department. <br /> <br />Background: <br /> <br /> The Elizabeth River Project (“ERP”) has acquired an IVC Light Weight Surveillance <br />Trailer Base Part #MVT-3002 with an AXIS Q6318-LE PTZ camera, a Q6100-E 360° <br />camera, a Cradlepoint R920 router, and a Parsec Doberman antenna (the “Equipment”). <br /> <br /> ERP has offered to donate the Equipment to the Portsmouth Police Department. <br /> <br /> The Equipment will continue to be housed in or about the Paradise Creek Nature <br />Park except in case of emergency. <br /> <br />Discussion: <br /> <br /> The donation of the Equipment will benefit the Police Department in its efforts to <br />ensure public safety. <br /> <br />Financial Impact: <br /> <br /> The acquisition of the Equipment will be at no cost to the City. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> <br /> PPD will take possession of the Equipment. <br /> <br />Motion by Mr. Moody, and seconded by Mr. Hugel, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING WITH APPRECIATION THE DONATION OF A <br />SURVEILLANCE TRAILER BY THE ELIZABETH RIVER PROJECT TO THE <br />PORTSMOUTH POLICE DEPARTMENT. <br />” <br /> <br />Ayes: Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br />24 - 354 - Adoption of an ordinance appropriating $750,000 from the Fund Balance <br />of the General Fund to the FY 2025 General Fund Budget for the purpose of offering <br />an annual leave buyback benefit for eligible City employees. <br /> <br />Background: <br /> <br /> The City’s employees accrue annual leave at a rate based on a schedule set forth <br />in Section 2-112 of the City Code. <br /> <br /> In general, employees are allowed to carry over accrued annual leave from year <br />to year, up to a maximum amount of 44 days. Annual leave in excess of 44 days does <br />not carry over. <br /> <br />Discussion: <br /> <br /> As a benefit to City employees, the City Manager has proposed to offer an annual <br />leave buyback program for calendar year 2024. <br /> <br /> Under the terms of the program, employees would be able to sell up to a maximum <br />of 40 hours of accrued annual leave back to the City. <br /> <br /> To be eligible to participate, employees would have to retain at least 80 hours of <br />accrued annual leave after the sale to the City. <br /> <br /> The City Manager would establish any required additional terms and conditions of <br />the program. <br /> <br /> The buyback is anticipated to occur in December. <br /> <br />Financial Impact: <br /> <br /> $750,000 would be appropriated from the Fund Balance of the General Fund for <br />the program. <br /> <br /> <br /> <br /> <br /> <br />
