November 12, 2024 <br /> <br />Discussion: <br /> <br /> Hampton and Norfolk have recently revised their Codes to specifically address “All- <br />Terrain Vehicles” and “Off-Road Motorcycles”. <br /> <br /> A similar draft amendment has been prepared for the Portsmouth City Code. <br /> <br /> The draft amendment would authorize responding officers to seize and impound <br />unlawfully operated ATVs and Off-Road Motorcycles pending disposition of the case or a <br />court order of forfeiture. <br /> <br />Financial Impact <br /> <br /> N/A <br /> <br />Recommended Action: <br /> <br /> Adoption of the Ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> The amended Code will be applied. <br /> <br />1. Box 50141, spoke in support of this item. <br /> <br />Motion by Mr. Tillage, and seconded by Ms. Lucas-Burke, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE AMENDING AND REORDANING CHAPTER 22 (MOTOR VEHICLES <br />AND TRAFFIC) BY ADDING A NEW ARTICLE XIX FOR THE PURPOSE OF <br />ADDRESSING THE OPERATION OF ALL-TERRAIN VEHICLES AND OFF-ROAD <br />MOTORCYCLES IN AN UNLAWFUL MANNER. <br />” <br /> <br />Ayes: Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br />24 - 331 - Adoption of an ordinance accepting funding from the Virginia Department <br />of Social Services in the amount of $250 and appropriating said amount in the FY <br />2025 Social Services Fund Budget for fictive kinship placements. <br /> <br />Background: <br /> <br /> A fictive kin is a person who is not related to a child by birth, adoption, or marriage, <br />but has a family-like relationship with the child. <br /> <br /> Fictive kin can be part of a kinship care arrangement, where a child is placed with <br />someone they know instead of living with biological parents. <br /> <br /> <br /> The goal is prioritizing reuniting children with their families, but when that’s not <br />possible, Portsmouth Department of Social Services (PDSS) will try to find a kinship <br />caregiver or adoptive family. <br /> <br /> <br />Discussion: <br /> <br /> Funds are allocated quarterly based on the total number of kinship placements <br />recorded by PDSS. <br /> <br /> <br /> Funds are to assist with expenses related to supporting kinship resource parents. <br /> <br /> New kinship placements earned funding in the amount of $250 from June 1, 2024 <br />– August 31, 2024. <br /> <br />Financial Impact: <br /> <br /> <br /> A local match is required.The local match is 15.5%, which match has previously <br />been appropriated in the FY 2025 Social Services Fund Budget. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Department will make the appropriate budget adjustments. <br /> <br /> <br /> <br /> <br /> <br />
