November 12, 2024 <br /> <br />“ORDINANCE ACCEPTING SETTLEMENT FUNDS IN THE AMOUNT OF $41,739.20 <br />FROM AN OPIOID SETTLEMENT AND APPROPRIATING SAID AMOUNT IN THE FY <br />2025 BEHAVIORAL HEALTHCARE SERVICE FUND FOR USE BY BHS FOR <br />APPROVED ABATEMENT PURPOSES AS DEFINED BY THE VIRGINIA OPIOID <br />FUND AND SETTLEMENT ALLOCATION MOU. <br />” <br /> <br />Ayes: Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br />24 - 329 - Adoption of an ordinance accepting a State General Fund Appropriation <br />Grant in the amount of $500,000 from the Virginia Department of Criminal Justice <br />Services and appropriating said amount in the FY 2025 Grants Fund Budget for use <br />by the Police Department for Firearm Violence Intervention and Prevention. <br /> <br />Background: <br /> <br /> The Virginia Department of Criminal Justice Services (DCJS) awarded the City of <br />Portsmouth $500,000 via the State General Fund Appropriation Grant under the Firearm <br />Violence Intervention and Prevention Fund (FVIP FY25). <br /> <br />Discussion: <br /> <br /> DCJS has awarded Portsmouth grant funds from the Firearms Violence <br />Intervention and Prevention grant. The grant funding is to be used for law-enforcement <br />equipment that may be used for forensic and analytical purposes. The grant award is <br />based upon the availability of funds appropriated for this purpose and will be distributed <br />through a non-competitive award process. <br /> <br />Financial Impact: <br /> <br /> <br /> The grant award amount of $500,000 by DCJS provides funding for the Police <br />Department. <br /> <br /> The City does not have to provide matching funds. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Department will make the necessary budget adjustment. In addition, <br />the Chief of Police or his designee will provide grant management and oversight. <br /> <br />Motion by Mr. Hugel, and seconded by Ms. Lucas-Burke, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING A STATE GENERAL FUNDS APPROPRIATION GRANT <br />IN THE AMOUNT OF $500,000 FROM THE VIRGINIA DEPRATMENT OF CRIMINAL <br />JUSTICE SERVICES AND APPROPRIATING SAID AMOUNT IN THE FY 2025 <br />GRANTS FUND BUDGET FOR USE BY THE POLICE DEPARTMENT FOR FIREARM <br />VIOLENCE INTERVENTION AND PREVENTION. <br />” <br /> <br />Ayes: Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br />24 - 330 - Adoption of an ordinance amending and reordaining Chapter 22 (Motor <br />Vehicles and Traffic) by adding a new Article XIX for the purpose of addressing the <br />operation of All-Terrain Vehicles and Off-Road Motorcycles in an unlawful manner. <br /> <br />Background: <br /> <br /> Recently the City has dealt with the unlawful use of vehicles to disrupt traffic. <br /> <br /> Several different types of vehicles have been involved, and the Police Department <br />and City Attorney’s Office are working to develop solutions. <br /> <br /> However, some of the vehicles have included what State Law defines as “All- <br />Terrain Vehicles” or “Off-Road Motorcycles”. <br /> <br /> <br /> <br /> <br /> <br /> <br />
