November 12, 2024 Discussion:  VDH has provided the City with the form agreement for FY 2025.  Under the Agreement, VDH has provided/will provide an estimated $2,839,647 in state funding and the City has provided/will provide an estimated $1,029,613 in local funding.  The City share includes $914,613 in local matching funds plus an additional $115,000 in non-match funding. The non-match funding includes $55,000 to focus on opioid use/overdose prevention, $50,000 to focus on the Department of Health’s communicable disease/infectious disease program, and $10,000 for community outreach efforts.  As part of the adoption of the FY 2025 General Fund budget, the City appropriated sufficient funds to cover both the local match requirement and the non-match supplement. Financial Impact:  The City has previously appropriated the required local share. Recommended Action:  Adoption of the Resolution. Next Steps Following Council Action:  The Portsmouth Health Department will provide the required services.  The City will continue funding the local share. Motion by Mr. Hugel, and seconded by Mr. Tillage, to adopt the following resolution, and was adopted by the following vote: “RESOLUTION AUTHORIZING THE EXECUTION OF THE FISCAL YEAR 2025 AGREEMENT WITH THE VIRGINIA DEPARTMENT OF HEALTH FOR FUNDING AND SERVICES OF THE PORTSMOUTH HEALTH DEPARTMENT. WHEREAS, the Virginia Department of Health provides annual funding for the Portsmouth Health Department; and WHEREAS, the estimated amount of funding provided and to be provided by VDH for Fiscal Year 2025 is $2,839,647; and WHEREAS, as a condition of receiving the state funding, the City is required to enter into an Agreement with the Virginia Department of Health to govern the funding and services provided, and to provide local matching funding; and WHEREAS, the estimated local matching funding required for Fiscal Year 2025 is $914,613, and the City has further agreed to provide $115,000 in non-match funding to help address opioid use, communicable diseases, and community outreach, all of which amounts have previously been appropriated in the FY 2025 General Fund Budget; and WHEREAS, the Portsmouth Health Department provides crucial health services for Portsmouth residents; NOW THEREFORE BE IT RESOLVED that the Council of the City of Portsmouth, Virginia approves and authorizes the FY 2025 Agreement with the Virginia Department of Health for Funding and Services of the Portsmouth Health Department in substantially the form attached hereto as Exhibit A; and BE IT FURTHER RESOLVED that the City Manager is authorized to execute and deliver the said Agreement and to take such additional actions as are necessary or desirable in furtherance of the purposes of this Resolution and the Agreement.” Ayes: Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover Nays: None
