November 12, 2024 <br /> <br />“ORDINANCE ACCEPTING EMERGENCY MANAGEMENT PERFORMANCE GRANT <br />FUNDING IN THE AMOUNT OF $57,992 FROM THE VIRGINIA DEPARTMENT OF <br />EMERGENCY MANAGEMENT AND APPROPRIATING SAID AMOUNT IN THE FY <br />2025 GRANTS FUND FOR USE BY THE DEPARTMENT OF FIRE, RESCUE AND <br />EMERGENCY SERVICES TO IMPROVE DISASTER PREPARATION, RESPONSE <br />AND RECOVERY IN THE CITY.” <br /> <br />Ayes: Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br />24 - 340 - Adoption of an ordinance accepting Energy Efficiency and Conservation <br />Block Grant program funding in the amount of $151,150 from the U.S. Department <br />of Energy and appropriating said amount in the FY 2025 Grants Fund for use by the <br />Engineering Department to upgrade lighting at City Park and other recreation <br />facilities. <br /> <br />Background: <br /> <br /> The US Department of Energy established the Energy Efficiency and Conservation <br />Block Grant program, with the goal of improving energy efficiency. <br /> <br /> DOE has authorized a grant in the amount of $151,150 for the City to provide LED <br />upgrades/conversions at City Park and potentially other recreation facilities (subject to <br />available funding). <br /> <br />Discussion: <br /> <br /> The Engineering Department would oversee LED upgrades/conversions utilizing <br />the funding. <br /> <br />Financial Impact <br /> <br /> No local match is required as a condition of the funding. <br /> <br />Recommended Action: <br /> <br /> Adoption of the Ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> Finance will make the necessary budget adjustments. <br /> <br />Motion by Mr. Moody, and seconded by Ms. Lucas-Burke, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING ENERGY EFFICIENCY AND CONSERVATION BLOCK <br />GRANT PROGRAM FUNDING IN THE AMOUNT OF $151,150 FROM THE U.S. <br />DEPARTMENT OF ENERGY AND APPROPRIATING SAID AMOUNT IN THE FY 2025 <br />GRANTS FUND FOR USE BY THE ENGINEERING DEPARTMENT TO UPGRADE <br />LIGHTING AT CITY PARK.” <br /> <br /> <br />Ayes: Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br />24 - 341 - Adoption of a resolution authorizing the execution of the Fiscal Year 2025 <br />Agreement with the Virginia Department of Health for funding and services of the <br />Portsmouth Health Department. <br /> <br />Background: <br /> <br /> The Portsmouth Health Department provides health services for Portsmouth <br />residents, including screenings, immunizations, education, and inspections. <br /> <br /> The Virginia Department of Health (VDH) provides annual funding for the <br />Portsmouth Health Department. <br /> <br /> As a condition of receiving state funding, the City is required to enter into an <br />annual Agreement with VDH. <br /> <br /> The Agreement specifies the minimum services to be provided by the Health <br />Department and obligates the City to contribute local share funding for the Department. <br /> <br /> <br /> <br /> <br /> <br />
