November 12, 2024 <br /> <br />Background: <br /> <br /> The SUD DD Training/SUD Youth Services/COVID funds will expand community- <br />based treatment for substance use and dependence, including services to enhance <br />substance use disorder-specific training of the intellectual disability and developmental <br />disability provider force, and the development and implementation of substance use <br />disorder treatment services specific to transition-aged youth up to age 25. <br /> <br />Discussion: <br /> <br /> The Virginia Department of Behavioral Health and Developmental Services <br />(DBHDS) awarded $167,577.96 of on-going funding to the Portsmouth Department of <br />Behavioral Healthcare Services. <br /> <br /> The SUD DD Training/SUD Youth Services/COVID funds will allow the Portsmouth <br />BHS more flexibility to support and expand community-based substance use treatment <br />services for individuals with substance use disorders, with primary focus on transition age <br />youth up to the age of 25, and individuals with intellectual disability with substance use <br />challenges. <br /> <br />Financial Impact: <br /> <br /> <br /> No local match is required as a condition of the funding at this time. <br /> <br />Recommended Action: <br /> <br /> <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> <br /> <br /> The Finance Department will make the necessary budget adjustment. <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Mr. Hugel, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING SUBSTANCE USE DISORDER AND DEPENDENCE <br />FUNDING IN THE AMOUNT OF $167,577.96 FROM THE VIRGINIA DEPARTMENT OF <br />BEHAVIORAL HEALTH AND DEVELOPMENTAL SERVICES AND APPROPRIATING <br />SAID AMOUNT IN THE FY 2025 BEHAVIORAL HEALTHCARE SERVICE FUND <br />BUDGET FOR USE BY BHS TO PROVIDE TREATMENT AND SERVICES. <br />” <br /> <br />Ayes: Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br />24 - 338 - Adoption of an ordinance accepting Radiological Emergency <br />Preparedness Program Funds in the amount of $700 from the Virginia Department <br />of Emergency Management and appropriating said amount in the FY 2025 Grants <br />Fund for by use the Portsmouth Department of Fire, Rescue and Emergency <br />Services. <br /> <br />Background: <br /> <br /> The Virginia Department of Emergency Management recognized the critical role <br />of emergency management at the local level. Strong local emergency management <br />programs keep the Commonwealth safer and allow all of us to respond and recover <br />effectively and efficiently when a radiological emergency or disaster occurs. <br /> <br /> The purpose of the Radiological Emergency Preparedness Program is to support <br />the activities of local emergency management agencies in establishing, maintaining and <br />operating emergency plans, programs and capabilities to deal with nuclear accidents. <br /> <br />Discussion: <br /> <br /> This funding will be used for training and to purchase equipment to enhance our <br />HAZMAT Team’s response capabilities to radiological incidents. <br /> <br />Financial impact: <br /> <br /> This program does not require a local cash match and\\or In-Kind services. <br /> <br /> <br /> <br /> <br /> <br /> <br />
