<br />September 24, 2024 <br /> <br />NOW THEREFORE BE IT RESOLVED <br /> by the Council of the City of Portsmouth, <br /> <br />Virginia that it hereby approves the Amended FY 2024/FY 2025 Performance Contract.” <br /> <br />Ayes: Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br />24 - 281 - Adoption of a motion to donate Police Department K9 “Kaiju” to the <br />Warrior Dog Foundation in Dallas, Texas. <br /> <br />Background: <br /> <br /> The K9 Unit covers a variety of functions for PPD and is responsible for open-air <br />sniffs, building searches, and tracking of both suspects and missing persons. <br /> <br /> The K9 Unit utilizes mostly imported dogs and routinely backs up Uniform Patrol <br />officers on calls and assists the Special Investigations Division and the Community <br />Services Unit with public demonstrations and displays at various functions. <br /> <br />Discussion: <br /> <br /> The PPD is recommending to relocate K9 “Kaiju” to a rehabilitation facility called <br />Warrior Dog Foundation in Dallas, Texas. <br /> <br /> Sgt. Nathaniel Hawes and his team of trainers have concluded that “Kaiju” is no <br />longer able to serve with the K9 Unit. <br /> <br /> The Warrior Dog Foundation, located in Dallas, Texas, is willing to provide a home <br />for “Kaiju”. <br /> <br />Financial Impact <br /> <br /> The PPD will cover the costs of transporting K9 “Kaiju” to the facility in Dallas, TX <br />from its FY 2025 General Fund Budget. After transportation is complete, the Warrior Dog <br />Foundation will be responsible for “Kaiju”. <br /> <br />Recommended Action: <br /> <br /> Acceptance of the motion. <br /> <br />Motion by Mr. Moody, and seconded by Mr. Tillage, to adopt a motion to donate <br />Police Department K9 “Kaiju” to the Warrior Dog Foundation in Dallas, Texas, and was <br />adopted by the following vote: <br /> <br />Ayes: Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br />- New Business - <br /> <br />24 - 282 - Boards and Commissions <br /> <br />There were no appointments. <br /> <br />24 - 283 - Items Submitted by Council Members <br /> <br /> Dr. Whitaker voiced his concern with the ticketing of vehicles during early voting. <br /> <br /> City Manager Carter informed citizens and City Council that tickets issued while <br />˗ <br />citizens were voting will be voided. <br /> <br /> Dr. Whitaker asked that a Public Work Session be scheduled to discuss how City <br /> <br />Council will address the significant financial request from the schools. <br /> <br /> Mr. Moody suggested that grants items be adopted as one vote and asked that the <br /> <br />City Attorney provide information as to whether this is possible. <br /> <br /> Mayor Glover gave kudos to City Manager Carter for his leadership. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
