September 24, 2024 <br /> <br /> <br /> The City must approve the Performance Contract in order for the CSB to receive <br />the allocations of State and Federal dollars that fund the services provided by DBHS. The <br />State and Federal dollars are received through the VDBHDS Office of Community <br /> <br />Contracting. <br /> <br /> The Community Service Boards (CSBs) shall submit their performance contracts <br />to the local governments in their service areas for review and approval pursuant to Section <br /> <br />37.2-508 or 37.2-608 of the Code of Virginia. <br /> <br />Discussion: <br /> <br /> City Council approved the original FY 2024/FY 2025 Community Services <br /> <br />Performance Contract by Resolution R-23-37 adopted on September 12, 2023. <br /> <br /> <br /> Normally the City’s Performance Contract with VBHDS is a two year agreement. <br /> <br /> However, last year VDBHDS established a working group to make substantial <br /> <br />amendments to the form Performance Contract. <br /> <br /> Because of the substantial amendments, it is necessary for City Council to <br /> <br />separately approve the revised Performance Contract, which will apply for FY 2025. <br /> <br />Financial Impact: <br /> <br /> The total projected Cost for Services in FY 2025 under the Performance Contract <br /> <br />is $17,177,720. <br /> <br /> The Cost for Services will be paid primarily from State and Federal funds. There <br /> <br />is a local match of $1,158,494, which is budgeted as part of the FY 2024 BHS Budget. <br /> <br />Recommended Action: <br /> <br /> Adoption of a resolution. <br /> <br />Next Steps Following Council Action: <br /> <br /> The City Manager will ensure that the Director of BHS takes the necessary steps <br />to notify VDBHDS of the City Council’s approval of the Amended FY 2024/FY 2025 <br />Performance Contract. <br /> <br />Motion by Mr. Hugel, and seconded by Ms. Lucas-Burke, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“RESOLUTION TO APPROVE THE AMENDED FY 2024/FY 2025 AMENDED <br />COMMUNITY SERVICES PERFORMANCE CONTRACT FOR THE PORTSMOUTH <br />DEPARTMENT OF BEHAVIORAL HEALTHCARE SERVICES. <br /> <br /> WHEREAS, <br />every two years the Virginia Department of Behavioral Health and <br />Developmental Services issues a Performance Contract to the Portsmouth Community <br />Services Board specifying the services to be rendered by the Department of Behavioral <br />Healthcare Services relative to funding budgeted; and <br /> <br />WHEREAS, <br /> City Council must approve the Performance Contract in order to <br />receive funding from the Commonwealth; and <br /> <br />WHEREAS, <br /> City Council approved the FY 2024/FY 2025 Performance Contract <br />by Resolution R-23-37 adopted on September 12, 2023; and <br /> <br />WHEREAS, <br /> during FY 2024 the Virginia Department of Behavioral Health and <br />Developmental Services substantially amended the FY 2024/FY 2025 Performance <br />Contract, effective July 1, 2024; and <br /> <br />WHEREAS, <br /> it is therefore necessary for City Council to approve the Amended FY <br />2024/FY 2025 Community Services Performance Contract; and <br /> <br />WHEREAS, <br /> a local match of $1,158,494 is required as a condition of receiving <br />funding for FY 2025 under the Performance Contract, which match has been previously <br />appropriated in the FY 2025 Portsmouth Department of Behavioral Healthcare Services <br />budget; <br /> <br /> <br /> <br /> <br /> <br /> <br />
