September 10, 2024 <br /> <br />WHEREAS <br /> , as part of the amendment and restatement of the Zoning Ordinance <br />in December 2020, the City created the Innovation Overlay District, which generally runs <br />west from Effingham Street to the Martin Luther King, Jr. Connector and north from <br />County Street to London Boulevard; and <br /> <br />WHEREAS, <br /> the City and its consultants have engaged in a public planning <br />process to craft a vision for the Innovation District; and <br /> <br />WHEREAS, <br /> the City of Portsmouth Innovation District Plan has been developed <br />to lay out land use, placemaking, and economic development strategies for the District; <br />maintain a focus on equity and the creation of jobs for local residents; redesign High <br />Street to make it more ‘green’; and make the District a desirable place to live, work, and <br />play; and <br /> <br />WHEREAS, <br /> the Planning Commission has recommended adoption of the Plan; <br /> <br />NOW THEREFORE BE IT RESOLVED <br /> by the Council of the City of Portsmouth, <br /> <br />Virginia that it hereby adopts the City of Portsmouth Innovation District Plan.” <br /> <br />Ayes: Barnes, Hugel, Lucas-Burke, Moody, Tillage, Glover <br />Nays: Whitaker <br /> <br />- City Manager’s Report - <br /> <br />24 - 245 - Adoption of an ordinance accepting $2,900 of HOME Investment <br />Partnerships program income and appropriating said amount in the FY 2025 <br />Community Planning and Development Program Fund Budget for authorized uses <br />under the HOME program. <br /> <br />Background: <br /> <br /> There is the need to add the following to the appropriation for the Community <br />Planning and Development Program for FY 2025: $2,900 of program income generated <br />by the repayment of a down payment and closing cost program loan. <br /> <br />Discussion: <br /> <br /> The program income funds will be included in the Annual Action Plan. <br /> <br /> The additional program income needs to be appropriated by City Council. <br /> <br />Financial impact: <br /> <br /> The funds will support activities in the existing Annual Action Plan and there will <br />be no impact to service delivery. HOME funds require a match of not less than 25% of <br />HOME funds drawn, which match has previously been appropriated as part of the FY <br />2025 Community Planning and Development Program Fund Budget. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> The funds are approved and available upon <br />authorization of the appropriation. <br /> <br />Motion by Mr. Tillage, and seconded by Ms. Lucas-Burke, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING HOME INVESTMENT PARTNERSHIPS PROGRAM <br />INCOME IN THE AMOUNT OF $2,900 AND APPROPRIATING SAID AMOUNT IN THE <br />FY 2025 COMMUNITY PLANNING AND DEVELOPMENT PROGRAM FUND BUDGET <br />FOR AUTHORIZED USES UNDER THE HOME PROGRAM. <br />” <br /> <br />Ayes: Barnes, Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br /> <br /> <br /> <br /> <br />
