August 13, 2024 <br /> <br />“ORDINANCE AMENDING AND REORDAINING ARTICLE IX (OFFENSES AGAINST <br />PROPERTY) OF CHAPTER 24 OF THE CODE OF THE CITY OF PORTSMOUTH, <br />VIRGINIA BY AMENDING SECTION 24-316 (REMOVAL OR REPAIR OF <br />DEFACEMENT OF BUILDINGS, WALLS, FENCES AND OTHER STRUCTURES) TO <br />MODIFY SUBSECTIONS (C) AND (E) AND ADD A NEW SUBSECTION (F) FOR THE <br />PURPOSE OF CONFORMING THE CITY’S AVAILABLE REMEDIES FOR <br />DEFACEMENT OF PROPERTY TO THE PROVISIONS OF THE VIRGINIA CODE. <br />” <br /> <br />Ayes: Barnes, Hugel, Lucas-Burke, Tillage, Glover <br />Nays: None <br /> <br />24 - 227 - Adoption of an ordinance accepting GPS Monitoring Program participant <br />payments in the amount of $21,000 and appropriating said funds in the Sheriff’s <br />Office category of the FY 2025 General Fund Budget for the operation of the <br />Portsmouth Sheriff’s Office Global Positioning System Monitoring Program. <br /> <br />Background: <br /> <br /> At the request of the Portsmouth Community Criminal Justice Board, the Director <br />of Portsmouth Community Corrections & Pretrial Services and the Portsmouth Sheriff's <br />Office implemented an in-house Global Positioning System (GPS) program for <br />defendants/probationers/inmates. The reason for the program is to increase public safety <br />and to make GPS more affordable. <br /> <br />Discussion: <br /> <br /> The Portsmouth Sheriff’s Office Global Positioning System Monitoring Program is <br />a cooperative effort between the Sheriff’s Office and Community Corrections & Pretrial <br />Services. The program provides GPS Monitoring for defendants, probationers, and <br /> <br />inmates on work release, or as an alternative to incarceration. <br /> <br /> The defendant/offender is responsible for all costs associated with the GPS <br />monitoring program, which is $5.00 per day for each day the device is active. <br />The defendant/offender must also reimburse the Portsmouth Sheriff’s Office for any <br /> <br />damage to the equipment equal to the cost of a replacement unit. <br /> <br /> Defendants/offenders can be placed on GPS by the Court by selecting GPS on the <br /> <br />Pretrial or Community Corrections court order, or by including it in the bond or court order. <br /> <br />Financial Impact: <br /> <br /> <br /> The adopted FY 2025 General Fund Budget already appropriated $14,000 to the <br />Sheriff’s Office category for the Global Positioning System Program.
