August 13, 2024 <br /> <br />At a Regular Meeting of the City Council on Tuesday, August 13, 2024, there were <br />present: <br /> <br />Mayor Shannon E. Glover, Vice Mayor Lisa L. Lucas-Burke, De’Andre A. Barnes, Mark <br />A. Hugel, Vernon L. Tillage, Jr., City Manager Steven Carter, City Attorney Lavonda <br />Graham-Williams. <br /> <br />Mayor Glover asked for a moment of silence which was followed by the Pledge of <br />Allegiance to the Flag. <br /> <br /> Mayor Glover called the meeting to order and welcomed all in attendance. <br /> <br /> Motion by Mr. Hugel, and seconded by Mr. Tillage, to adopt the minutes of a Called <br />Meeting of July 23, 2024, and of a Regular Meeting of July 23, 2024, and was adopted <br />by the following vote: <br /> <br />Ayes: Barnes, Hugel, Lucas-Burke, Tillage, Glover <br />Nays: None <br /> <br />- Public Hearing - <br /> <br />24 - 76 - Innovation District Plan: <br /> <br />(c) AP-24-01 CITY-WIDE - Resolution granting the request of the City to adopt a <br />Plan for the Innovation District. The new document will be titled City <br />of Portsmouth Innovation District Plan. The Plan will recommend <br />strategies and tactics for achieving the identified goals, and <br />recommendations for funding and tools for implementing the <br />strategies and tactics. Deferred from the June 11, 2024, City Council <br />meeting. Planning Commission recommends approval. <br /> <br />Motion by Mr. Tillage, and seconded by Ms. Lucas-Burke, to defer Item 24-76c to <br />the September 10, 2024, City Council meeting, and was adopted by the following vote: <br /> <br />Ayes: Barnes, Hugel, Lucas-Burke, Tillage, Glover <br />Nays: None <br /> <br />- City Manager’s Report - <br /> <br />24 - 222 - Adoption of an ordinance accepting Jail Diversion Funds in the amount <br />of $50,451 from the Virginia Department of Behavioral Health and Developmental <br />Services and appropriating said amount in the FY 2025 Behavioral Healthcare <br />Service Fund for diversion of misdemeanor offenders with mental health issues <br />from jail into treatment. <br /> <br />Background: <br /> <br /> Jail Diversion Funds are allocated to assist with diverting individuals with a mental <br />health or co-occurring disorder from incarceration. <br /> <br />Discussion: <br /> <br /> The Virginia Department of Behavioral Health and Developmental Services <br />awarded $50,451 to the Portsmouth Department of Behavioral Healthcare Services. <br />These funds will be utilized to divert misdemeanor offenders who are diagnosed with <br />mental health issues from jail into treatment. <br /> <br /> These funds will assist in funding one jail diversion case manager. <br /> <br />Financial Impact: <br /> <br /> <br /> No local match is required at this time. <br /> <br />Recommended Action: <br /> <br /> <br /> <br /> Adoption of the ordinance. <br /> <br /> <br /> <br /> <br /> <br />
