August 13, 2024 <br /> <br />Background: <br /> <br /> The Virginia General Assembly has provided funding for the Virginia Department <br />of Environmental Quality (“DEQ”) to expand the statewide groundwater observation well <br />network. <br /> <br /> The observation wells monitor the quality of groundwater in the Commonwealth. <br /> <br /> DEQ has requested that the City grant easements to install chloride monitoring <br />wells at the Lake Kilby Water Treatment Facility. <br /> <br />Discussion: <br /> <br /> The Lake Kilby Water Treatment Facility is located in Suffolk on property owned <br />by Portsmouth and is part of the City of Portsmouth’s reservoir and water distribution <br /> <br />system. <br /> <br /> <br /> The easements requested by DEQ will not hinder Portsmouth’s operations. <br /> <br /> It is in the interest of both the City and the Commonwealth to monitor the <br /> <br />groundwater supply to ensure potable water. <br /> <br />Financial Impact: <br /> <br /> <br /> None. <br /> <br />Recommended Action: <br /> <br /> <br /> Adoption of resolution. <br /> <br />Next Steps Following Council Action: <br /> <br /> DEQ will determine the exact location of the proposed easements. <br /> <br /> The City Manager will execute easement documents as deemed appropriate. <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Mr. Hugel, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />“RESOLUTION GRANTING EASEMENTS TO THE VIRGINIA DEPARTMENT OF <br />ENVIRONMENTAL QUALITY TO INSTALL AND ACCESS CHLORIDE MONITORING <br />WELLS AT THE LAKE KILBY WATER TREATMENT FACILITY. <br /> <br />WHEREAS, <br /> the Lake Kilby Water Treatment Facility, located on Tax Parcel <br />34G15(7)*1 and adjoining parcels in the City of Suffolk (the “Property”), is part of the <br />Portsmouth water reservoir and distribution system; and <br /> <br />WHEREAS, <br />the Virginia General Assembly has provided funding for the Virginia <br />Department of Environmental Quality (“DEQ”) to expand the statewide groundwater <br />observation well network; and <br /> <br />WHEREAS, <br /> as part of the expansion, DEQ has requested that the City grant <br />easements to install and access chloride monitoring wells on the Property; and <br /> <br />WHEREAS, <br /> it is in the interest of both the City and the Commonwealth to monitor <br />and protect the water supply; and <br /> <br />NOW THEREFORE BE IT RESOLVED <br /> by the Council of the City of Portsmouth, <br />Virginia that it hereby approves and authorizes the conveyance of the requested <br />easements to the Virginia Department of Environmental Quality in such form and at such <br />locations on the Property as the City Manager may approve, and that the City Manager <br />is hereby authorized to execute such documents or instruments as may be necessary or <br /> <br />desirable in furtherance of the intent of this Resolution.” <br /> <br />Ayes: Barnes, Hugel, Lucas-Burke, Tillage, Glover <br />Nays: None <br /> <br />24 - 232 - Adoption of a resolution authorizing the acquisition of a stormwater <br />drainage easement from the United States of America (Craney Island Disposal <br />Area). <br /> <br /> <br /> <br /> <br /> <br />
