December 10, 1985 <br /> <br />"A RESOLUTION REQUESTING THE GENERAL ASSEMBLY OF VIRGINIA TO AMEND THE CHARTER <br />OF THE CITY OF PORTSMOUTH, VIRGINIA. <br /> <br /> WHEREAS, Section 15.1-835, Code of Virginia, 1950 as amended, provides for the Amendment <br />of the City Charter upon the holding of a public hearing to determine if the citizens of the <br />City desire that the Amendment ro the city Charter be ~ranted and by forwarding thereafter a <br />request to one (1) or more members of the General Assembly representing the City to introduce <br />the proposed change a.s a bill in the succeeding session of the General Assembly; and <br /> <br /> WHEREAS, the City Council is of the opinion that certain amendments to the Charter of the <br />City of Portsmouth are necessary and desirable at this time and has, on this date, held such <br />public hearing required by law ro consider such amendments. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that Council in the City of Portsmouth, Virginia, that the <br />City Attorney is here~y directed to prepare and transmit to the members of the General Assembl, <br />representing the City, together With certified copies of this resolution, a draft of a bill <br />amending the Charter of the City of Portsmouth, Virginia, 1970, as follows: <br /> <br /> 1. By repealing Section 6.07(a[, (b), (c[ , and (d), pertaining to the appointment, dutie <br />fees and salary of the Office of the High Constable of the City of Portsmouth. <br /> <br />2. This resolution shall take effect from the date of its adoption." <br /> <br />Ayes: Gray, Lucas, Webb, Whitlow, Holley <br />Nays: None <br /> <br /> 85-397 Letter from the City Manager recommending adoption of a <br />the City Manager to convey property located at Court Street at London <br />Redevelopment ~ Housing Authority. <br /> <br />resolution authorizing <br />Boulevard to Portsmouth <br /> <br /> "Some time ago property was acquired from Court Street <br />the anticipated expansion of London Boulevard. As you know, <br />w~dening project never took place and there are no plans at <br />yard in this area~ <br /> <br />Baptist Church in-connection with <br /> that portion of the street <br />this time to improve London Boule- <br /> <br /> The church has requested that the property be reconveyed to the church trustees. The <br />matter was referred to PRHA to work with the church to develop a landscape plan for the pro- <br />perry in conjunction with the development of Olde Towne Commons which is already under way. <br />The details of the landscape plan have been resolved with PRHA and have been reviewed and <br />approved by the D-1 Committee. A copy o£ this landscape plan is enclosed for your information <br /> <br /> Since the property is no longer needed for Cublic purposes, I recommend approval of the <br />resolution on your agenda tonight auth3rizing the conveyance of the property to PRHA and then <br />to Court Street Baptist Church subject to implementation of the approved landscane and use <br />plan and for the appraised value of S575.00." <br /> <br /> On motion of Mrs. Webb and seconded by Mr. Gray, the following resolution was adopted, <br />and by the following yore: <br /> <br />"A RESOLUTION AUTHORIZING THE CITY MANAGER TO CONVEY PROPERTY TO PORTSMOUTH <br />REDEVELOPMENT & HOUSING AUTHORITY (COURT STREET AT LONDON BOULEVARD). <br /> <br /> WHEREAS, the City owns certain property which is no longer necessary for public purposes <br />and is, hereby, declared ro be excess property; and <br /> <br /> WHEREAS. Portsmouth Redevelopment & Housing Authority owns certain property adjacent <br />thereto described as disposition parcel 47, Crawford Urban Renewal Project; and <br /> <br /> WHEREAS, Portsmouth Redevelopment g Housing Authority <br />Street Baptist Church to purchase said property sublecr to <br />and <br /> <br />has made arrangements with Court <br />an approved landscape and use plan; <br /> <br />WHEREAS, the appraised value for the City-owned property is 6575.00; and <br /> <br /> WHEREAS, Section 2.09(c[ of the Charter of the City of Portsmouth <br />may be sold to the Commonwealth of Virginia or a political subdivision <br />risement and receipt o£ bids; and <br /> <br />provides that proFerty <br />thereof without adver- <br /> <br /> WHEREAS, Portsmouth Redevelopment & Housing Authority is a political subdivision o£ the <br />Commonwealth of Virginia. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED. by the Coun~i~ df the <br />that the City Manager be, and be hereby is, authorized ro <br />property ro Portsmouth Redevelopment g Housing Authority <br /> <br />City of Portsmouth, Virginia, <br />convey the hereinafter-described <br />for the sum of 6575.00, to-wit: <br /> <br /> All that certain piece or parcel of land, situate, lying and being in the <br /> City of Portsmouth, Virginia, bounded and described as follows: beginning at the south- <br />~eastern intersection of Court Street and London Boulevard, thence along the southern <br /> boundary of London Boulevard north 87° 13' 12" east 58.61' to a point; thence south <br /> and parallel with Court Stree~ north 3o 38' 34" west 21.31' ~o a po~n~; thence west <br /> and parallel with London Boulevard north 87© 13' 12" west 58.61' to a point on the <br /> eastern boundary of Court Street; thence along the eastern boundary of Court Street: <br /> thence along the eastern boundary of Court Street north 3© 38' 34" west 21.31' to <br /> the point of beginning. <br /> <br /> <br />
