<br /> Rev. Joseph L. Roberts, Pastor of Zion Baptist Church, opened the meeting with prayer,
<br />followed by the Pledge of Allegiance to the Flag.

<br /> Motion of Mr. Gray and seconded by Mrs. Lucas, minutes of the called meeting oE November
<br />25, 1985; minutes of the called meeting of November 26, 1985;' and minutes of the regular
<br />meeting of November 26, 1985, to be approved as received, Aand was adopted by unanimous vote.

<br />Mayor Holley welcomed all ~isitors in attendance.

<br /> 85-387 - A joint Public Hearing of the Portsmouth City Council and the Commissioners of
<br />the Portsmouth Redevelopment and Housing Authority on the 1986 Community Development P~ogram
<br />was held with the following Commissioners present:

<br />Mayor Holley opened the meeting with the following remarks:

<br /> "On behalf of the Members of the Board of Commissioners of the Portsmouth Redevelopment
<br />and Housing Authority, and City Coumzil~ I wish to welcome you to this Public Hearing on the
<br />1986 Community Development Block Grant Program.
<br />
<br /> We are here to listen to your comments regarding the proposed program, an outline of whi,
<br />was published on November 28 and December 1.
<br />
<br /> About a year ago, City Council officially adopted a set of go,ts and objectives to help
<br />direct our growth and development, and the plan that is proposed here helps to further our
<br />effort to meet these goals. In our attempts to most productively use the increasingly smaller
<br />part of the federal pie which we receive we have endeavored to be creatiYe and address as many
<br />community needs as we can.
<br />
<br /> Using these funds, we propose to assit low and moderate income persons find safe and de-
<br />cent housing, develop a balanced mix of residential, commercial and industrial areas within
<br />our city, coordinate assistance for She rehabilitation of housing, including emergency assist-
<br />ance, continue public improvements to support revitalization and continue programs in support
<br />of small and minority businesses.

<br />We welcome your comments on these and other Community Development projects."

<br /> Rev. S. Joseph Winfree, 1024 Blair Street, representing Task Force for Emergency Shelter,
<br />spoke in support of the rezoning and presented a brief overview of how the proposed project
<br />would be operated.
<br />
<br /> Motion of Mr. Gray and seconded by Mrs. Webb, to concur in the recommendation of the City
<br />Manager to rezone the entire Dale Homes area to R-60 and approval for an emergency housing
<br />shelter at 1900 Columbus Avenue; from R-75 to R-60, allowing t~g particular zoning change as
<br />transmitted by the Planning Director, and the fdlio~in~.ordSnance~was approved on first readin
