July 23, 2024 <br /> <br />“ORDINANCE ACCEPTING GRANT FUNDING IN THE AMOUNT OF $2,416 FROM <br />THE PORTSMOUTH GENERAL HOSPITAL FOUNDATION AND APPROPRIATING <br />SAID AMOUNT IN THE FY 2025 GRANTS FUND FOR USE BY THE DEPARTMENT <br />OF FIRE, RESCUE AND EMERGENCY SERVICES TO PURCHASE AND INSTALL <br />TWO VITAL SIGN STATIONS, ASSOCIATED PROBES, AND WALL-MOUNTING <br />HARDWARE.” <br /> <br />Ayes: Barnes, Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br />24 - 208 - Adoption an ordinance accepting Marcus Alert Program Funding in the <br />amount of $600,000 from the Virginia Department of Behavioral Health and <br />Developmental Services and appropriating said funds in the FY 2025 Behavioral <br />Healthcare Service Fund to support the planning and implementation of the Marcus <br />Alert System. <br /> <br />Background: <br /> <br /> Marcus Alert creates coordination between 911 and regional crisis call centers and <br />establishes a specialized behavioral health response from law enforcement when <br />responding to a behavioral health situation. <br /> <br />Discussion: <br /> <br /> The Virginia Department of Behavioral Health and Developmental Services <br />awarded $600,000 in funding to the Portsmouth Department of Behavioral Healthcare <br />Services to support the planning and implementation of the Marcus Alert System. <br /> <br />Financial Impact: <br /> <br /> <br /> No local match is required as a condition of the funding. <br /> <br />Recommended Action <br />: <br /> <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action <br />: <br /> <br /> <br /> The Finance Department will make the necessary budget adjustments. <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Mr. Hugel, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING MARCUS ALERT PROGRAM FUNDING IN THE AMOUNT <br />OF $600,000 FROM THE VIRGINIA DEPARTMENT OF BEHAVIORAL HEALTH AND <br />DEVELOPMENTAL SERVICES AND APPROPRIATING SAID FUNDS IN THE FY 2025 <br />BEHAVIORAL HEALTHCARE SERVICE FUND TO SUPPORT THE PLANNING AND <br />IMPLEMENTATION OF THE MARCUS ALERT SYSTEM.” <br /> <br />Ayes: Barnes, Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br />24 - 209 - Adoption of an ordinance accepting additional HOME Investment <br />Partnerships Program funding from the Department of Housing and Urban <br />Development in the amount of $0.31 and appropriating said sum in the FY 2025 <br />Community Planning and Development Fund Budget for use in implementing the <br />Annual Action Plan. <br /> <br />Background: <br /> <br /> Every year, the US Department of Housing and Urban Development (“HUD”) <br />provides HOME Investment Partnerships (“Home Program”) entitlement funds to eligible <br />localities. <br /> <br /> As of adoption of the City budget in May, HUD had estimated that the City’s FY <br />2025 Home Program allocation would be $455,398. Accordingly, $455,398 was <br />appropriated in the City’s adopted FY 2025 Budget. <br /> <br /> <br /> <br /> <br /> <br />
