July 23, 2024 <br /> <br />At a Regular Meeting of the City Council on Tuesday, July 23, 2024, there were <br />present: <br /> <br />Mayor Shannon E. Glover, Vice Mayor Lisa L. Lucas-Burke, Wiliam E. Moody, Jr., Dr. <br />Mark M. Whitaker, De’Andre A. Barnes, Mark A. Hugel, Vernon L. Tillage, Jr., City <br />Manager Steven Carter, City Attorney Lavonda Graham-Williams. <br /> <br />Mayor Glover asked for a moment of silence which was followed by the Pledge of <br />Allegiance to the Flag. <br /> <br /> Mayor Glover called the meeting to order and welcomed all in attendance. <br /> <br /> Motion by Mr. Moody, and seconded by Ms. Lucas-Burke, of a Called Meeting of <br />July 9, 2024, and of a Regular Meeting of July 9, 2024, and was adopted by the following <br />vote: <br /> <br />Ayes: Barnes, Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br />- City Manager’s Report - <br /> <br />24 - 207 - Adoption of an ordinance accepting grant funding in the amount $2,416 <br />from the Portsmouth General Hospital Foundation and appropriating said amount <br />in the FY 2025 Grants Fund for use by the Department of Fire, Rescue and <br />Emergency Services to purchase and install two vital sign stations, associated <br />probes, and wall-mounting hardware. <br /> <br />Background: <br /> <br /> Portsmouth General Hospital Foundation became operational in July 1988, when <br />Portsmouth General Hospital was sold to Tidewater Health Care, Inc. This is a private <br />Foundation and not affiliated with any hospital. The Foundation’s mission is to improve <br />the health, wellness and quality of life of the Portsmouth community through insightful, <br />effective, and coordinated philanthropic grantmaking and collaborations. The <br />Foundation’s vision is to be a catalyst for maximizing outcomes through community <br />assessment, collaborative development and focused grant making. The members of the <br />Board of Directors are selected from the Portsmouth community and govern the <br />Foundation. <br /> <br />Discussion: <br /> <br /> The Board of Directors of the Portsmouth General Hospital Foundation approved <br />the grant for the purchase and installation of two vital sign stations, associated probes, <br />and wall-mounting hardware to be utilized by PFRES. The purchase and installation must <br />be completed within the one-year grant period, which is from June 26, 2024 through June <br />25, 2025. <br /> <br /> Per the guidelines established for this grant, PFRES will submit fiscal and narrative <br />reports to the Board of Directors during and upon the conclusion of the grant period. <br /> <br /> This grant is subject to financial audit upon notification during or immediately <br />following the grant period. <br /> <br />Financial impact: <br /> <br /> This program does not require a local cash match or any In-Kind services. <br /> <br />Recommended Action: <br /> <br />Adoption of the ordinance. <br /> <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Department will assign the budget code. <br /> <br /> Begin the process of purchasing and installing the said equipment. <br /> <br />Motion by Mr. Moody, and seconded by Mr. Hugel, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br /> <br /> <br /> <br /> <br />
