July 9, 2024 <br /> <br />At a Regular Meeting of the City Council on Tuesday, July 9, 2024, there were <br />present: <br /> <br />Mayor Shannon E. Glover, Vice Mayor Lisa L. Lucas-Burke, Wiliam E. Moody, Jr., Dr. <br />Mark M. Whitaker, De’Andre A. Barnes, Mark A. Hugel, Vernon L. Tillage, Jr., City <br />Manager Steven Carter, City Attorney Lavonda Graham-Williams. <br /> <br />Mayor Glover asked for a moment of silence which was followed by the Pledge of <br />Allegiance to the Flag. <br /> <br /> Mayor Glover called the meeting to order and welcomed all in attendance. <br /> <br /> Motion by Mr. Moody, and seconded by Ms. Lucas-Burke, to adopt the minutes of <br />a Called Meeting of June 25, 2024, and of a Regular Meeting of June 25, 2024, and was <br />adopted by the following vote: <br /> <br />Ayes: Barnes, Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br />- Public Hearing - <br /> <br />24 - 194 - Public hearing on use permit applications: <br /> <br />(a) UP-24-04 CHURCHLAND - Resolution granting the request of Matt Mader and <br />Ken Rodman for a Use Permit to operate a shipping <br />container/chassis storage yard on an approximately 30.2-acre parcel <br />located at 0 Coast Guard Boulevard in the Industrial (IN) zoning <br />district. The property is owned by Virginia Holding Corporation. The <br />Future Land Use Map of the Build One Portsmouth Comprehensive <br />Plan designates this property for heavy industrial use. Planning <br />Commission recommends approval with conditions. <br /> <br />1. Ken Rodman, 4500 Main Street, Virginia Beach, presented the application. <br /> <br />2. Mike Fink, 4749 Rivershore Drive, spoke in opposition to this item. <br /> <br /> Councilman Whitaker asked what the tax revenue would be now that the property is <br /> <br />being improved from its present state. <br /> City Manager Carter will provide that information. <br /> <br /> <br />Motion by Mr. Tillage, and seconded by Ms. Lucas-Burke, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />“RESOLUTION GRANTING A USE PERMIT (UP-24-04) TO MATT MADER AND KEN <br />RODMAN TO OPERATE A SHIPPING CONTAINER/CHASSIS STORAGE YARD AT 0 <br />COAST GUARD BOULEVARD (TAX PARCEL 0719-0110). <br /> <br /> <br />WHEREAS <br /> , Matt Mader and Ken Rodman, the authorized agents for the owner of <br />the subject property, have made application pursuant to Section 40.2-533 of the Code of <br />the City of Portsmouth, Virginia for the granting of a use permit to operate a shipping <br />container/chassis storage yard at 0 Coast Guard Boulevard (Tax Parcel 0719-0110); and <br /> <br />WHEREAS <br /> , the applicant and the Planning Director have done all things required <br />to be done in connection with said application; and <br /> <br />WHEREAS <br /> , the Planning Commission has recommended the approval with <br />conditions of the application for a use permit. <br /> <br />NOW THEREFORE BE IT RESOLVED <br /> by the Council of the City of Portsmouth, <br />Virginia: <br /> <br /> <br /> <br /> <br /> <br /> <br />
